SUBJECT: REQUEST TO RENEW BLANKET PURCHASE ORDER FOR TRANSPORTATION
OF DEPARTMENT STAFF AND CLIENTS REQUIRED FOR PERFORMANCE OF
MANDATED SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the County Purchasing agent to renew
the blanket purchase order with Azevedo Travel Agency to
provide staff and client transportation required in the .
performance of mandated services for the period December 1,
1993 through November 30, 1994 for an amount of $50, 000.
FISCAL•
Costs are shared between federal, state and county funds.
Projected County costs are $10, 000, which are included in
the Social Service Department budget.

BACKGROUND;
The Social Service Department must make travel arrangements
for a variety of reasons. There are grant sponsored events
requiring staff attendance, and managerial and program
meetings within the State which require attendance to stay
current on program changes or developments of future state
and federal policy.
In addition to staff and selected non staff travel, the
Department has mandatory travel requirements for Dependent
Children-of-the-Court in placement. It is mandatory that
social workers make as frequent as monthly home visits to
children in home placement. Some of those require travel by
air. In some cases home visits which would have been done
by other county or state welfare departments a courtesy,
are no longer being done because of f ' nci constrain s.

Additionally, we must pay for travel of expert witnesses and
for indigent parents to take part in court proceedings or
visits with their children. In other instances children are
returned to parents out of state; or the Department has
gotten other states to accept financial responsibility for
children, but we must pay for the transportation to the
child's new residence. Underage children must be escorted
by an adult or a social worker for which the Department
must provide airfare and lodging. All costs are claimed in
total or part to federal and state funding through the
Administrative Expense Claim.
NEGATIVE IMPACT;
If travel and lodging is not provided by the county the
Social Service Department will be out of compliance with
state and federal regulations regarding child services
activity and may be ordered to comply by the Courts. In
regard to managerial travel, the Department has put dollar
and attendance limitations on all allowed events. However,
without attendance at certain meetings the Department cannot
voice this County's interests in how current and future
funding is allocated in a timely manner.
