FISCAL• The Social Service Department may include the food stamp distribution costs in its Administrative Expense Claim and therefore approximately 85% of costs are reimbursed through federal and state funds. BACKGROUND; The United States Postal Service (USPS). is the current provider of food stamp redemption services under a contract with Food and Nutrition Services (FNS) . The regional office in Oakland is now providing these services for Contra Costa County. The Oakland office has been granted permission to terminate all its Food Stamp Program activities and, though wishing to cease earlier, has agreed to delay terminating its services until January 31, 1994. The Social Service Department, under authority granted by the Board of Supervisors on June 22, 1993, has advertised and negotiated with responding parties as prescribed in California SDSS Manual Sections 23-621. 17, 23-601.242 , 23- 650. 11, 23-650.21-.24 and 23-650. 151. Clients are given approximately $3, 175, 000 worth of Food Stamp Coupons each month. Under the current contract with USPS we pay $2 .89 for each Authorization To Participate (ATP) redeemed by a Post Office. This contract with California Check Cashing Stores will cost $1.70 per transaction in the first year and $1. 50 in the second year. Also, start-up costs relative to development of distribution sites will be born by the county in the first six months of operation. That absorbing of start up costs will preclude us from realizing a savings in this year's budget but with the combination of savings of over 40% in transaction fees from those paid to the Post Office and another 12% reduction in the second year of this contract the FY 94/95 costs are projected at a little over $350,000, down from $840, 000, or approximately $50, 000 of County cost vs. $126, 000. NEGATIVE IMPACT; If this request is not approved, there will be a loss of Food Stamp redemption services depriving citizens of Contra Costa of the receipt of benefits to which they are eligible by law, and subject the County to sanctions by the Federal and State governments. �1) 00CIAL SERVICE DEPARTMENT CONTRA COSTA COUNTY TO: Board of Supervisors October 21, 1993 FROM: Perfecto Villarreal, Director cc P. Hofmann SUBJ: REQUEST FOR APPROVAL OF CONTRACT FOR STORAGE AND DISTRIBUTION OF FOOD STAMP COUPONS Reference: Food Stamp Redemption Vendor Change, memo dated 10/18/93 . The United States Postal Service (USPS) notified us in April that the Oakland Regional Office was granted authority to terminate all its Food Stamp Program activities. The negotiated termination date is January 31, 1994 . With the Board of Supervisor authority and following California Depart- ment of Social Services' Regulations, we advertised and selected a vendor, California Check Cashing Stores (CCCS) , to provide Food Stamp services beginning December 1, 1993 . We are requesting that you approve awarding the contract to California Check Cashing Stores to distribute and store Food Stamp Coupons. Our plans are to implement the change in vendor over a 3 month period beginning December 1, 1993 . We plan to start in Central County, fol- lowed by East County in January, 1994 and West County effective February 1, 1994 . We will begin notifying our clients in November where they will be able to get their Food Stamp coupons. We appreciate the support shown by the members of the Board of Supervi- sors.
