SUBJECT: APPROVAL OF OAKLEY PARKS MASTER PLAN
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) $BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. APPROVE Oakley Parks Master Plan dated August 1993 to be used as a guide for the
planning and development of future parks and recreational facilities in the Oakley
community, and
2. DIRECT staff to work toward attainment of the concepts within the Oakley Parks Master
Plan as funds become available.
II. Financial Impact:
No General Fund money will be used. Implementation of the various components of the Oakley
Parks Master Plan is contingent upon identification and acquisition of sources of revenue such
as grant funds, passage of a bond issue, formation of a County Service Area, and use of Park
Dedication Trust Funds.
111. Reasons for Recommendations and Background:
The first Oakley Parks Master Plan was approved by the Contra Costa County Board of
Supervisors in 1988. However,this growing community desired a more action oriented plan with
both short term as well as long term recreational goals.
Research for this guide included review of statistical information such as the 1990 United States
Census, School District projections and plans, Contra Costa County Flood Control plans and
the Contra Costa County General Plan. Input and information has been included from the
following organizations and agencies: East Bay Regional Park District, Contra Costa County
Flood Control and Water Conservation District, Oakley Little League, Brentwood Recreation and
Park District, East Diablo Youth Soccer League, Oakley Union School District and Liberty Union
High School District.

of the plan and the various issues raised today relative to the plan.

On August 23, 1993, the Oakley Municipal Advisory Committee voted to approve the updated
Oakley Parks Master Plan and on October 4, 1993, the East County Regional Planning
Commission also approved the Plan.
IV. Consequences of Negative Action:
There is no negative consequence. However, approval of the Oakley Parks Master Plan by the
Board of Supervisors indicates to the community the Board's acknowledgement and agreement
with the direction the community wants to take in relation to parks and recreation.
