SUBJECT: CCTV STATUS REPORT AND FISCAL YEAR 1993-94 WORKPLAN

RECOMMENDATION:
ACCEPT status report and the 1993-94 CCTV workplan for CCTV (Contra
Costa Television) ; and
RECOGNIZE winners of the 1993 Bay Area Cable Excellence Awards.
FINANCIAL IMPACT:
NONE
REASONS FOR RECOMMENDATION/BACKGROUND:
CCTV (Contra Costa Television) , a program approved by the Board of
Supervisors in 1986, began by assessing community needs .
Simultaneously, an analysis of public information strategies and
resources was conducted.
In addition, a Departmental grants program was developed and has
provided resources for the production of over 100 quality programs .
Additional resources such as equipment, training and staff have
been added in the past five years to assist in productions.
An interconnect study has been completed and a microwave
interconnect is constructed and will be operational by January
1994 .
Attached is a pamphlet about CCTV, its services and equipment, a
list of accomplishments for 1992-93 and a workplan for fiscal year
1993-94 .

CONTRA COSTA TELEVISION ACCOMPLISHMENTS
1992-93
* Finalized Interconnect agreement with nine cable systems.
* Completed construction of microwave dedicated TV channel .
* Completed remodel of 10 Douglas Drive facility.
* Aired over 100 hours of programming on Community Television
channels throughout the County.
* Granted 15 County divisions $30,000 in grant funds to develop
County programming on Parenting Skills, Alcohol and Drug
Programs, Hiring the Developmentally Disabled and the CEQA
Workshop.
* Taped and aired Board meetings, hearings and conferences of
countywide interest, such as Vice President Gore' s
presentation in Richmond on the President' s Health Plan and
the Economic Summits .
* Assisted in the production of three Bay Area Cable Excellence
(BACE) award winning videos, including the "Production of the
Year" .
* Assisted in the production of three finalist videos for 1993
Western Access Video Excellence Awards .
* Produced Public Service Announcements (PSA' s) for Red Ribbon
Week, Camp Legit, United Way Campaign and others .
* Acquired free or low-cost programming from governmental and
private agencies on topics including fire survival and
earthquakes .
* Distributed program guides for CCTV programming to Departments
and citizens .
* Provided copies of video programs to the County library for
use in its video distribution system.

1993-94 Workplan
I . Public Information:
A. Countywide Cablecasts - Schedule monthly airing of programs
and hearings on Mondays from 7-9 p.m. until January, 1994 .
Then schedule twenty-four hour a day use of dedicated channel .
B. PSA'S - Publicize CCTV and other County programming and
information through public service announcements.
C. Program Publicity - Publish monthly program guides and
distribute to local libraries. Press releases and
newspaper advertisements as needed to publicize
countywide programming.
D. Newsletter Articles - Develop articles about training and
County programming for the County newsletters, City
newsletters and Community Group newsletters (as
appropriate) .
II. Production of Programs :
A. Studio Completion - Complete equipment and lighting
purchases in preparation for airing on dedicated channel .
B. Training Classes - Continue to provide training as needed
in Basic Video Production; Pre-production; Production;
Post-Production; the Amiga Computer; and Advanced
Production.
C. Departmental Grants - Provide grants to County
Departments to support programming. Grants range from
$500 for Public Service Announcements(PSA' s) to $3,000
for 30-minute productions.
D. Production of Programs - Produce programs and tape
hearings of countywide interest, as appropriate.
E. Video Production Support - Contract for services from a
person(s) who will provide video production support when
needed. Enlist volunteers when possible for video
production support. Recruit interns - from Community
Colleges .
III . Interconnect:
A. Complete Construction - Monitor completion of
construction and final tests for transmission of signal.
IV. Administration/Coordination:
A. Staffing - Provide staff support to the program for
administration, coordination, planning and production, ( 1
FTE Management Analyst, 1 FTE (Project) CCTV Production
Specialist, 1 Administrative Intern and 1/2 FTE
Secretary) .
B. Policy - Develop policy for use of channel, facility and
equipment.
