THE BOARD OR SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on October 26, 1993 by the following vote: AYES: Supervisors Powers, Smith, Bishop, McPeak and Torlakson NOES: None ABSENT: None ABSTAIN: None ------------------------------------------------------------------------------ ------------------------------------------------------------------------------ SUBJECT: Homeless Winter Shelter Program The Board received oral reports from staff with respect to the status of the opening of the North Concord Homeless Shelter. Board members commented on their desire to have the Shelter opened as soon as possible and eleaborated on their individual efforts to secure funding. The County Administrator reported on funding, advising that letters had gone out to the cities and the community asking for assistance. The County Administrator advised that the Superior Court had agreed to allow the County to open the North Concord shelter earlier than December 1, 1993 if funds become available. Kevin Kerr, Deputy County Counsel, reported on the status of the legal proceedings affecting the use of the Concord facility as a homeless shelter, noting that the Court has vacated its injunction in time for the facility to open for the winter program, however the County must move forward with the necessary Environmental Impact Report. Mr. Kerr noted that the Court has scheduled a hearing for later this week to discuss conditions to be imposed at the shelter to mitigate the concerns of the neighbors, and that the Court has retained jurisdiction in the matter, but that the County can proceed with the Winter Shelter Program. Richard Martinez, Executive Director of the Housing Authority of the County of Contra Costa, reported on fund raising efforts, including those of the Contra Costa County Interfaith Coalition and the Council of Churches. Mark Finucane, Director of Health Services, discussed the health status of the the population who uses the shelters, and offered the assistance of the Public Health Department in assessing the conditions and facilities at the Shelter. As recommended by Supervisor McPeak, IT IS BY THE BOARD ORDERED that the oral reports of staff members relating to the Winter Shelter Program are ACKNOWLEDGED, and the Board HEREBY DETERMINES to open the North Concord Homeless Shelter on or before NOVEMBER 24, 1993,.if funds are available.
