BOX 188 OCT 18 W3 MORAGA, CA 94556 �ovember'1��p� (510)376-2590 C1.ER CONTRAINWD OCOSTA CO SUPERVISORS October 14, 1993 Tom Torlakson, Chairman Contra Costa County Baord of Supervisors 651 Pine Street Martinez, CA 94553 Dear Tom, At their meeting of October 13, 1993, the Moraga Town Council expressed dismay at the Board' s decisions to approve General Plan Amendment 7-91 and Rezoning 2961-RZ for applicant Allied Investments . As you know, the land involved in the General Plan Amendment and Rezoning is adjacent to the Town of Moraga corporate- limits; and, more . particularly, immediately adjacent to the Town' s rural park, Rancho *Laguna. The approval of a subdivision with the density proposed and without specific input from the planners of the Town of Moraga is inconsistent with good planning and environmental concern. It is no accident, nor a misunderstanding that your Planning Commission recommended denial of the proposed subdivision on two occasions . By their recommendations, your Planning Commission apparently recognized the problems associated with this "pocket" development on the borders of an incorporated community. From the initial submittal of this subdivision, the Town of Moraga has indicated that if this land is to be changed from the general plan and zoning designation of agricultural to residential or other development zones, the land should be annexed to the Town in order for Town planners to ensure the land owner and adjacent property owners that any development of the property will be consistent with the Town's general plan and the surrounding property uses . We hope that your future decisions concerning land use near our community will be more consistent with the Town' s General Plan and development guidelines . Sincerel A. G.
