A copy of the resolution is attached. Sincerely, KO-1- Kay Woodson, City Clerk/ Information Systems officer r RESOLUTION NO. 93-105 RESOLUTION TO SUPPORT STATE PROPOSITION 172-ONE HALF PERCENT SALES TAX BALLOT MEASURE. WHEREAS, the City Council of the City of Hercules supports a Yes vote on Proposition 172-the one-half percent sales tax extension measure; and WHEREAS, this measure will appear on the November 1993 ballot as directed by the Governor and State Legislature as part of their 1993 budget package; and WHEREAS, the retention of the half-cent sales tax is intended to.replace a portion of the $2.6 billion which the State took from local property taxes in order to fund the State's responsibility for public education; and WHEREAS, the City of Hercules' share of the proceeds of this sales tax extension should be approximately $72,000 per year; and WHEREAS, although the City Council did not reduce direct police services in the Fiscal Year 1993-94 budget, it also was unable to provide adequate resources to address issues of a growing community such as youth diversion programs and/or crime'prevention programs; and WHEREAS, the State has aggravated this situation over the past several years by authorizing Contra Costa County to charge the City of Hercules for Police Department booking of prisoners and for the administration of the property tax collection system, both authorizations costing the City $25,000 per year. NOW, THEREFORE, BE IT RESOLVED BY the City Council of the City of Hercules that if the half-cent sales tax ballot measure is successful, there is a commitment to applying these revenues toward public safety programs in the City of Hercules. BE IT FURTHER RESOLVED THAT the City Council of the City of Hercules urges the Hercules voters to become informed on this issue and to vote Yes on November 2, 1993.
