RECOMMENDATION: AUTHORIZE the Chair of the Board of Supervisors to send the attached letter to members of the County's State legislative delegation requesting action to restore lost State funding for the County's Senior Nutrition Program. II. FINANCIAL IMPACT Under current. California Department on Aging policy, Federal Older Americans Act funds are allocated under a formula approved by the Federal District Court. Under this formula which accounts for overall growth in the age 60+ population as well as targeting low-income and minority older persons, the Contra Costa County Area Agency on. Aging received an additional $212, 000 for 1993-94 as compared to 1992-93 . However, the California Department on Aging now allocates State funds for Older Americans programs so as to hold harmless, to the greatest extent possible, those areas of California which lost Federal funds as a result of implementation of the court-approved formula. Contra Costa County lost most of its State funding amounting to a decrease of over $188, 000. The State Legislature in past years had allocated the bulk of these State funds for senior nutrition services. The loss of these State funds was a major contributing factor to recent closures and reductions in the County's congregate meal program for seniors. These new Federal funds are not available to replace the lost State funding for nutrition services. III. BACKGROUND As noted in the Board of Supervisors Order adopted on June 8, 1993 regarding the state funding formula, this funding formula controversy has been fought out in Sacramento over the past decade. Contra Costa County, along with other similarly impacted suburban area agencies on aging, was successful in the last legislative session in stalling proposed funding formula legislation detrimental to our interests. However, the legislative proposals embodied in SB56 (Mello) and AB 339 (Costa) are likely to surface in next year's legislative session. However, the California Department of Aging currently allocates State funds for Older Americans programs so as to hold harmless, to the greatest extent possible, those areas of the state which lost Federal funds as the result of implementation of the court-approved formula. As a county with relatively high growth in its senior population in recent years, Contra Costa County gained Federal funds but lost an almost equal amount of State funds to more slowly growing parts of California. Pre-existing State legislation earmarked these lost State funds primarily for Senior Nutrition services, and their loss was a major contributing factor to recent closures and reductions in our local congregate meal program for seniors. We urge you to work with your fellow legislators in the coming year to restore this State funding .to Contra Costa County and other similarly impacted areas in the state.
