SUBJECT: RESOLUTION TO AUTHORIZE THE COUNTY ADMINISTRATOR TO SIGN A
GRANT APPLICATION

RECOMMENDATIONS:
Approve Resolution authorizing the County Administrator or his designee to sign a Grant
Application for Federal Funds to purchase electronic fingerprint identification equipment.
FINANCIAL IMPACT:
The RAN Board, through the Sheriff-Coroner's Department, will receive $32,137 in Federal
Grant money to aid in the purchase of equipment which is to be used in conjunction with
the Contra Costa County Central Automated Fingerprint Identification System (AFIS/CAL-
ID). The RAN Board's required match is $29,924, which is budgeted in the Sheriff's
Department. Of this 18.63% ($5,575) represents the County's share. The balance will be
paid by the cities and participant CAL-ID agencies.
BACKGROUND/REASONS FOR RECOMMENDATION:
The grant money provides the RAN Board opportunity to purchase equipment to enhance
the AFIS/CAL-ID system. The California Department of Justice (DOJ) offered to pay 70
percent of the equipment costs for purchasing Live-Scan electronic fingerprinting
equipment. DOJ obtained a Grant from the Federal Anti-Drug Abuse Program to fund their
share of the cost. The grant is being administered by the State's Office of Criminal Justice
Planning (OCJP). OCJP requires any entity which is purchasing Live-Scan equipment in
conjunction with this program to submit an individual Grant Application for their share of
the grant funds received by DOJ. The RAN Board has agreed to the purchase of two Live-
Scan devices which are to be installed in the Martinez Detention Facility.
CONSEQUENCES OF NEGATIVE ACTION:
Negative action will result in the Contra Costa AFIS/CAL-ID program not receiving its share
of Federal funds.

The Contra Costa County Board of Supervisors RESOLVES that the
Contra Costa County RAN Board, which is mandated by State
Legislation to oversee the AFIS/CAL-ID related operations in the
County, wishes to improve and enhance the AFIS/CAL-ID operations by
the purchase of two Live-Scan electronic fingerprinting devices.
The purchase is to be funded in part from funds made available
through a grant from the Anti-Drug Abuse Act of 1988 for the
Federal Anti-Drug Abuse Enforcement Program. This Board FINDS that
the purchase of the Live-Scan devices will improve and enhance the
County AFIS/CAL-ID system and provide a greater level of service to
the User Agencies and the public they serve.
This Board, hereby APPROVES the submission of the Grant
proposal and AUTHORIZES the Contra Costa County Administrator or a
designated Deputy Administrator to submit the Grant proposal and to
execute the Grant Award Agreement, including any extensions or
amendments thereof.
IT IS AGREED that the applicant will provide all matching
funds required for said project (including any amendment thereof)
under the program, and the funding terms and conditions of OCJP,
and that the cash match will be appropriated as required
IT IS FURTHER AGREED that any liability arising out of the
performance of this Grant Award Agreement, including civil court
actions for damages, shall be the responsibility of the grant
recipient and the authorizing agency. The State of California and
OCJP disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED that .grant funds received hereunder
shall not be used to supplant expenditures controlled by this body.
IT IS ALSO AGREED that this award is not subject to local hiring
freezes.
