Miner, Executive Director Private Industry Council -------------- SUBJECT: P 300 - PIC INTERN CLASSIFICATION Attached for freeze review and approval is a P300 to establish a new classification tentatively titled PIC Intern Trainee - Project. The new JTPA amendments effective 7/1/93 establish youth limited internships, an entry employment experience, as an allowable training activity. Since one of the major barriers to youth unsubsidized employment is a lack of work experience, we were pleased to see the regulatory change. This will allow us to provide youth with paid tryout limited internships in the private sector; also, allowing youth JTPA participants to earn income while in vocational training. Attached is a draft classification. Note that tenure is limited. Internship positions can only be established with private for profit employers; the expectation is that if the tryout internship is successful the youth will be hired by the employer. Due to the restrictions, target group, and employment expectation, I doubt we will have more than 10 participants employed at any one time. ACM:baj Attachment Contra Costa County October 1993 PIC YOUTH INTERN TRAINEE - PROJECT SCOPE AND DEFINITION: This extended range classification is designed for employment in a short-term or part-time intern work assignment with a private for profit firm for a JTPA (Job Training Partnership Act) participant. LIMITATION• Appointment to the class of PIC Youth Intern Trainee - Project is limited 500 hours. TYPICAL TASKS: Duties will vary in nature according to the firm and private for profit sector to which the JTPA youth participant is assigned and will provide work experience in such .areas as landscaping, building maintenance, general office work, recreation and/or child care programs. MINIMUM QUALIFICATIONS: Enrollment in the Contra Costa County Service Delivery Area Job Training Partnership Act Title IIC Program.
