SUBJECT: Discontinuation of Funding for the School Crossing Guard Program.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE recommendation of the Transportation Committee to discontinue the funding of the
school crossing guard program.
II. Financial Impact:
Approximately $60,000 per year savings to the County General Fund.
III. Reasons for Recommendations and Background:
The Board of Supervisors established a policy on school crossing protection in April 1979. This
policy details various methods to provide safe passage of children to school, including the r-
requirements for use of adult crossing guards.
The County has been funding crossing guards for the Richmond Unified School District, Oakley
Unified School District and Martinez Unified School District at a cost to the General Fund of
approximately $60,000 per year. The school districts have been administering the programs
through formal agreements with the County.
On February 23, 1993, -the Board authorized the Chair to send a letter to the school boards
informing them of the pending reduction in funding for the crossing guard program and offering
staff support to establish a volunteer program. As part of the State budget process, the

III. Reasons for Recommendations and Background: (Continue)
Legislature approved Senate Bill 452 which relieves local governments of the requirement to fund
crossing guards. The Public Works Department has notified the school districts of the funding
cut. Public Works staff is available to work with the school districts to develop a volunteer
program.
IV. Consequences of Negative Action:
The County General Fund would continue to fund the crossing guard program.
