RECOMMENDATIONS:
1 . APPOINT to the Keller Canyon Landfill Citizens Advisory
Committee, representing Citizens United, and replacing Bob

3 . ELIMINATE the seat on the Keller Canyon Landfill Citizens
Advisory Committee reserved for TRANSPLAN, with the
understanding that the seat will be restored automatically at
any time that TRANSPLAN indicates it is again interested in
being represented on the Citizens Advisory Committee.
BACKGROUND:
Citizens United has nominated Frank Aiello to replace Bob Hussey as
their representative on the Citizens Advisory Committee. The
County Planning Commission has asked that Mr. Terrell be appointed
as their -alternate to Carmen Gaddis . TRANSPLAN' s representative

has resigned and TRANSPLAN has taken no action to nominate another
representative or to otherwise clarify to staff what their
intentions are about being represented on the Citizens Advisory
Committee. We are, therefore, agreeing with staff 's recommendation
that this seat be eliminated at this time. However, we also want
to make it clear that TRANSPLAN may have this seat back at any time
they indicate to the Community Development Director and Clerk of
the Board of Supervisors that they want to again be represented on
the Citizens Advisory Committee.

KELLER CANYON LANDFILL LOCAL ADVISORY COMMITTEE
There are three membership issues for the Keller Canyon Landfill
Local Advisory Committee (LAC) to be considered. Citizens United
is requesting a change in representives, TRANSPLAN has indicated
its desire to be dropped from the LAC and the County Planning
Commission has suggested an alternate be appointed.
CITIZENS UNITED
Mr. Frank Aiello, representing Citizens United, has requested to be
appointed to the LAC. Because of Mr. Aiello' s involvement in the
recently filed Class Action litigation against the County, Keller
Canyon Landfill Company and Browning-Ferris Industries, the Chair
of the LAC agendized the request for Committee discussion.
After a brief discussion, the LAC endorsed Citizens United request
and it is now forwarded to the IOC for consideration. Citizens
United is requesting that the Board of Supervisors acknowledge that
Mr. Robert Hussey has resigned from the LAC, that Mr. Lance Dow
continues to serve as alternate, and that Mr. Frank Aiello be
appointed as the representative.
The IOC may endorse or reject this action, or, request that
Citizens United offer the Board a choice of two of its members for
consideration.
TRANSPLAN
The representative from TRANSPLAN, Mr. Bob Beck has resigned: At
their August meeting, members from TRANSPLAN took no action on our
request to indicate whether their group desired to continue
membership on the LAC. Staff to TRANSPLAN agreed that their
membership should be terminated.
COUNTY PLANNING COMMISSION
At their August 3, 1993 meeting, the Planning Commission
recommended that Marvin Terrell be appointed to serve as alternate
to Carmen Gaddis .

This letter is to inform you that Mr. Robert Hussey has resigned
from Citizens United and will be vacating his seat on the Keller
Canyon Local Advisory Committee.
Our board has nominated Mr. Frank Aiello, Chairman of Citizens
United to replace Mr. Hussey on the KCLAC.
We request that the Board of Supervisors act on our nominee and
appoint Mr. Aiello to the Keller Canyon Local Advisory Committee
as soon as possible.
Mr. tance Dow will remain as alternate and will assume those duties
until Mr. Aiello is appointed by the Board.

zoning affects about 658 parcels in the East County area. The proposal would rezone these properties from General
Agricultural,A-2;Heavy Agricultural,A-3;Agricultural Preserve,A-4;Exclusive Agricultural,A-20;Light Industrial,L-1;
General Commercial,C; Retail-Business,R-B;and Single Family Residential,R-40 to the Exclusive Agricultural District,
