RECOMMENDATIONS:
1 . APPOINT to the Hazardous Materials Commission as an alternate
to the environmental organization seat for an unexpired term
ending December 31, 1993 :
Sabiha Gokcen, PhD

BACKGROUND:
The term of office for the current environmental organization
representative (alternate) on the Hazardous Materials Commission
expires December 31, 1993 . Sabiha Gokcen has been nominated to
complete the unexpired term of Helene Willson. In addition to the
technical expertise she will bring to the Commission - she holds a
PhD in chemistry from the University of California at Berkeley and
B.S . degrees in biochemistry and microbiology - Dr. Gokcen has been
active in environmental and community organizations at a local and
national level . She is a member of the National Organization of
Women and Vice-President of the Contra Costa Chapter of the
National Women' s Political Caucus. Dr. Gokcen comes highly
recommended by the Communities For a Safe Environment and will be
a valuable asset to the Hazardous Materials Commission.
Our Committee is pleased to recommend that the Board of Supervisors
appoint Dr. Gokcen as an alternate to the Hazardous Materials
Commission.

The County Board of Supervisors has established advisory boards and bodies to help inform
and advise county government on a large number of programs serving the people living,
working or visiting our county. Individuals of all backgrounds, training and education are
appointed to the advisory groups. Some are selected because of their expertise in the subject
matter. Some because they are familiar with needs and feelings of the users of these programs.
Others because they have special skills and knowledge.
The Board of Supervisors makes appointments from among those who submit applications.
If you are interested, live or work in the county, and have the necessary time, you may wish to
submit an application. If so, please do the following;
1. Review the listing of advisory boards, committees and commissions (see back of this
letter), and identify those to which you might be interested in seeking appointment;
2. Complete and submit a separate application for each board for which you wish to be
considered; and
3. File the completed application with the Clerk of the Board who will process your
application.

serve on the Hazardous Materials Commission as a community representative.
Sabiha would be an excellent community representative and replacement for the position vacated .
by Helene *11Ilson.
Sabiha is currently a member of the Community Advisory Panel to Rhone-Poulenc and has been
active in not only environmental issues, but in many national and community organizations.
She is Vere-President of The Contra Costa Chapter of the National Women's Political Caucus
and a member of The National Organization of Women.
Sabiha also will bring technical expertise to the commission as she has a PhD in Chemistry from
the University of California at Berkeley as well as B.S. degrees in Biochemistry and Microbiology.

FUNCTIONS: To draft a detailed Hazardous Waste Management Plan; to draft a
County Hazardous Materials Storage and Transportation Plan, to
draft a County Hazardous Materials Storage and Transportation
Management Ordinance; to coordinate the implementation of AB
2185 (Chapter 1184, Statutes of 1985) with recommendations of
the Hazardous Waste Task Force, to address the economic effects
of implementing these recommendations; to further develop the
recommendations; to insure management coordination of all
aspects of the storage or transportation of hazardous materials
and the generation, storage, transportation, treatment and
disposal of hazardous waste; and to serve as the Advisory
Committee required by Health and Safety Code Section 25135.2 as
added by AB 2948 (Chapter 1504, Statutes of 1986) .
