SUBJECT: REPORT ON THE PROCESS TO BE USED TO MAKE AN APPOINTMENT TO THE
ADVISORY HOUSING COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . AUTHORIZE the Internal Operations Committee to interview Joan
Bartulovich and Ming Chu for the vacant seat on the Advisory
Housing Commission.
2 . DETERMINE whether other Board members would like additional
candidates interviewed by the Internal Operations Committee.
BACKGROUND:
There is currently a vacancy on the Advisory Housing Commission
resulting from the resignation of Mao S. Lin. In reviewing the
current membership of the Commission, we noted that there are
currently no members from West County. In addition, we noted that
the Commission member who resigned was Asian. We have one
candidate from West County and one Asian candidate. It is,
therefore, our recommendation that we be authorized to interview
these two candidates for the reasons indicated. However, we would
be happy to also interview any additional candidates that other
Board members believe should be interviewed for this position.
We will make a final recommendation to the Board following our
interviews of these two candidates and any others the Board wishes
us to interview. The application from the 10 candidates for this
position are attached for the Board's information and review.

ADVISORY HOUSING COMMISSION
MEMBERSHIP: Seven members -
Two members shall be tenants of the Authority (one of the
tenant commissioners shall be over the age of 62) .
Applicants must be interested in providing low-cost housing and
should be suitably qualified and experienced for such
responsibilities.
ESTABLISHED: November 24, 1981, by Housing Authority of the County of Contra
Costa (Ordinance No. 3359) .
APPOINTED BY: Board of Commissioners of the Housing Authority of the County of
Contra Costa.
TERM: Four years, by Board Order dated April 17, 1984; two years for
tenant representatives.
FUNCTIONS: To review and make recommendations on all matters to come before
the Authority prior to Authority action, except emergency
matters and matters which the Board of Commissioners by
resolution excludes from its review.
REPORTS TO: Board of Commissioners of the Housing Authority.
MEETING TIME: Third Monday of each month at 6:00 PM, Housing Authority office.
COMPENSATION: $50 per meeting, not to exceed 4 meetings per month. (Housing
Authority Resolution 3442 dated September 25, 1984)

member of the Housing Committee which is advisory to the Board of Rubicon, and as
a recent appointee to a one-year term of the CCC Mental Health Commission, I
