Board not proceed with the construction of the replacement
County Hospital during their 60-day period of negotiation
regarding Mt. Diablo Hospital District contracting for inpatient

1.73 LETTER dated October 4, 1993, from Governor Pete Wilson,
Governor of California, State Capitol, Sacramento. 95814 , asking
the Board to contact Labor Secretary Reich and request that the
U.S. Department of Labor replace its current Fair Labor
Standards Act overtime pay regulations with an alternative
approach which would more appropriately address the
circumstances of public sector employment.

Dear Supervisor Torlakson,
The purpose of this letter is to recommend to the Board of Super-
visors that a study be initiated to update the boundaries of CSA
R7-A, Alamo Parks and Recreation. The citizens advisory committee
for that service area has been concerned for some time that all of
the residents within Alamo are not paying park taxes.
Our investigation reveals that the largest group not paying park
taxes is the Roundhill neighborhood. When I obtained tax distri-
bution documents from the Auditor Controller's office, I found that
their percentage of the 1% of assessed valuation property tax that
should be allocated to parks is indeed going into a Police
District.
Upon further investigation of those forms, I found that in almost
every category (i.e. general fund, schools, etc. ) the homeowners of
the Roundhill neighborhood pay less than neighboring homeowners
with comparably assessed properties. The amount that has been
skimmed off of a particular service usually ends up in the special
police district account. That account now has a balance of
approximately $640,000. Much of that money involves a special
assessment for the tax payers of Roundhill. It is not our intention
to touch those tax revenues. We are only concerned with the portion
of the 1% of assessed value tax that goes into the police district
instead of the park district.
I call this the great Roundhill skimming caper and it would be
funny if citizens in West Pittsburg, North Richmond and other high
crime neighborhoods were not being murdered, raped and robbed while
the most affluent community in Contra Costa County, that has one of

the lowest crime rates, if not the lowest crime rate in the county,
is assigned extra police resources.
It is noteworthy that parks are not the only victim of this
process. Libraries, fire protection, flood control and all of the
other government functions are also victimized.
Would you kindly forward this letter to the proper department heads
and ask them to give us monthly progress reports in rectifying this
situation. We both know how powerful the moneyed interests are in
this country. Equal protection under the law, however, is one of
the basic guarantees of our constitutions. If a community's leaders
allow a situation such as the above described problem to exist, the
character of that community must come under serious question.

Dear Supervisor Torlakson,
The purpose of this letter is to report two problems that
the citizens advisory committee for CSA R7-A are having
with the financial information compiled and forwarded to
us by your staff.
The most recent financial printout is dated July 1 -
August 11, 1993 . It provides a good example of the first
problem. In the list of expenses there are the following
examples:

Rents and Leases of

Magee Ranch 1,645.19
These are just a few of the charges that have appeared in
the last year that we have no idea of why they exist.
I have asked your staff to provide us with an expenditure
explanation report that will put into simple language the
reasons for expenses similar to those mentioned above.
That report can be as simple as a blank piece of paper
with brief explanations and should take no more than
fifteen minutes a month to complete and forward.
The second problem involves the lack of a set of books
for the Hap Magee Park. We will spend over a million
dollars of taxpayers money on this park before it is

finished, and your staff and the staff of the City of
Danville cannot supply us with a set of books that
document how that money is being spent.
We are worried. that the lack of a comprehensive set of
books for the park will result in costly errors and
confuse the allocation of costs between the two
governmental entities.
Without a quality explanation of expenses from your
staff, your citizen advisory group cannot reach its
highest level of value as a planning and control
mechanism.
