The Honorable Thomas Torlakson Chairman of the Board of Supervisors Contra Costa County 651 Pine Street, Room 106 Martinez, California 94553 Dear Supervisor Torlakson: As you know, an ad hoc committee of our Board of Directors met with Supervisors McPeak and Powers on July 26 to discuss the new County Hospital and the role Mt. Diablo Hospital District could play in providing an alternative to its construction. The District then spent the next 45 days analyzing this issue; and as mutually agreed, both the District and the County refrained from publicly commenting on this matter. At its meeting on September 29, the Mt. Diablo Hospital District Board of Directors reviewed an alternative to the construction of the new County Hospital. Under this alternative, the County would contract with Mt. Diablo Medical Center to provide, or arrange with other district hospitals for the provision of, all acute inpatient and emergency room services. The Board Directors has authorized management to enter into a 60-day period of negotiation regarding our alternative with the County within the financial parameters which were presented at the Board meeting. In addition, the Board requests that the County not proceed with the construction of the proposed new County Hospital during this 60-day period of negotiation. Michael Wall, our Chief Executive Officer, has been in contact with Mark Finucane to arrange for our staffs to begin reviewing our proposal in depth. After this has occurred, it is our desire CC 2,540 East Street, Concord, CA 94520.510-682-8200 P.O.
