BRAGDON ;;' County DIRECTOR OF COMMUNITY DEVELOPMENT DATE: SEPTEMBER 2 , 1993 SUBJECT: AUTHORIZATION FOR A GENERAL PLAN AMENDMENT STUDY - NORTH RICHMOND AREA, MARKET & STH STREET SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: Authorize a General Plan Amendment study for the Woodson property. (APN: 409-152-001 and 409-152-002) from Commercial to Multiple Family Residential . The properties are located at the southeast corner of the Market/Fifth Street intersection in the North Richmond area. FISCAL IMPACT: This* is a county-initiated project for which the costs of the plan amendment will be absorbed by the Community Development Department . BACKGROUND/REASONS FOR RECOMMENDATIONS: There are several commercial establishments which provide similar services and products in this particular neighborhood of the North Richmond community. From a land use planning perspective, the proposed change from the Commercial designation to one which would allow residential development, will enable the property owner to develop the site for residential purposes in the future. This proposed "change would not affect the existing commercial establishment and would still allow for a balance tween the need for neighborhood-serving businesses and new res ' e tigrowt in the community.
