RECOMMENDED ACTION APPROVE AND ACCEPT 1993 Head Start Program Improvement, Training and Technical Assistance(T&TA) , Expansion Start-Up, Cost of Living Adjustment(COLA) and Quality Funds allocation in the amount of $795, 175. 00, and AUTHORIZE the Director, Community Services Department, or her designee to execute contract amendments with the following Head Start Delegate Agents: Delegate Agent Amendment Amount Bayo Vista Child and Family Center $ 122 , 195. 00 Family Stress Center $ 64 , 518 . 00 First Baptist Church $ 104, 575. 00 United Council of Spanish $ 118, 239. 00 Spanish Speaking Organizations II. FINANCIAL IMPACT N/A. Funding from this application is already reflected in the Department's 1993-1994 Budget. No County funds are involved with this request. CONSEQUENCES OF NEGATIVE ACTION A decision not to approve these funds or enter into contract amendments with the above Delegate Agents will result in a loss of needed funds and Head Start services to the 922 children and families presently enrolled in the County's Head Start program. IV. REASONS FOR RECOMMENDED ACTION The above allocation of $795, 175. 00 from the Administration for Children and Families will be immediately employed by the County's Head Start program to make specific improvements tot he program, provide additional Training and Technical services to parents, staff and Delegate Agents, provide start up grant funds to prepare for the addition of 200 new Head Start children and families effective January 1, 1994 , provide special COLA funds to offset the financial impact of inflation provide special quality funds monies to improve the overall. quality of the existing Head Start program. The amendments for Family Stress Center and UCSSO also incorporate minor financial and programmatic charges related to their present budget. The contracts will be reviewed and approved by County Counsel as to form prior to issuance.
