SUBJECT: County To "Think and Act" Entrepreneurially to Market and
Raise Money for Community Services
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Direct County departments to "think and act" entrepreneurially to identify products
and collateral materials that can be marketed to raise money for community services.
Further, authorize Supervisor Sunne McPeak and other supervisors' offices who
want to participate to arrange a holiday gift marketing program for 1994 featuring
county-related promotional products.
BACKGROUND
Over the years, we have been innovative-and creative in managing the county by
saving money and raising new revenues. One strategy we have discussed but not
fully implemented is to become more entrepreneurial by raising funds through
marketing promotional products. For example, we sell house pins to raise money for
the homeless. We have agreed to market commemorative tiles and bricks for county
hospital. The inmates at the Marsh Creek Detention Facility make and sell toys
during the holidays. I have urged the Animal Services Department during the last
two budget cycles to market pet-related items. Last week, we supported Tom
Powers' suggestion to sell bricks from the building being demolished at the medical
services complex. Further, reporter Caroline Leider informed me about the
marketing activities of the Los Angeles County Coroner to sell beach towels. All
these ideas have merit and potential to raise additional funds for community services.
As a start, we have a ready market in our own county employees.
It is simply time to get everyone to think and act entrepreneurial. We need to
explore the possibilities of marketing promotional products and (socially-
responsible) gifts. Think about Contra Costa County coffee and tea mugs that say
"For Families and Kids." Every household should have at least a pair.
Further, if you approve this it may be possible to find a professional retailer who
might want to help market our products as a public service. It could be a very
successful public-private partnership if we just get entrepreneurial ourselves.
