Our Committee has carefully reviewed the recommendations of staff
and the qualifications of the nominated candidates, as well as the
distribution and balance of the P.I.C. Based on this review, we
believe that the above recommendations will provide the best
possible balance to the P.I.C. , retain qualified and interested
members, and improve the geographic and ethnic balance of the
P.I.C. , and we urge the Board to approve our recommendations.

SUBJECT: PIC APPOINTMENTS
The Board needs to make nine appointments to the PIC for positions whose two year terms
expire on 9/30/93. All current incumbents are eligible for reappointment; one business
member, Guy Moore of Wells Fargo. Bank, has indicated that he will not be reapplying for
membership due to business commitments. The PIC consists of 20 members of the
following composition:
Business 11 Community Based Organization 1
Education 2 Economic Development 1
Labor 2 Public Employment Service 1
Rehabilitation 1 Public Assistance Agency 1
The JTPA legislation requires the Board make its appointments from among individuals
nominated by organizations represented by each category. The composition of the PIC
is subject to review by the Governor, who periodically certifies that our PIC is
consistent with Federal and State legislation. State legislation requires PIC
vacancies to be filled by the Board within 60 days.
It goes without saying that the PIC expects the Board to only appoint individuals that
are willing to volunteer the necessary time to ensure the PIC remains a viable
organization. All current PIC members standing for reappointment have been active PIC
members.
The Board will have a total of 9 appointments from among nominees with the following

COMMUNITY BASED ORGANIZATIONS - 1 appointment
There is one nomination for the Community Based Organization position - Charee Lord,
Executive Director of St. Vincent de Paul, Pittsburg. Staff used its CBO mailing list,
notifying 32 local CBOs of the opportunity to nominate. The PIC Executive Committee
feels the Board is fortunate to-have Ms. Lord volunteer for a second term. A copy of
her personal data sheet is attached.
PUBLIC EMPLOYMENT SERVICE - 1 appointment
There is one nomination for the Public Employment Service position - Wanda Viviano,
Office Manager of the Antioch Employment Development Department Field Office. Ms.
Viviano has been a very active and influential member of the PIC. She is active with
both the Antioch and Pittsburg Chambers of Commerce, and her reappointment will
maintain East County representation on the PIC. Staff believes the Board will be well
served by her reappointment. Her personal data sheet is attached.
LABOR CATEGORY - 1 Appointment
There is one nomination for the Labor position - Jonothan Dumas, Director of the
Richmond Community Outreach Program, member of Steamfitter Local 342 and Carpenters
Local 1408 and the current incumbent. His nomination for reappointment has been
endorsed by Steve Roberti of the Central Labor Council and Betty Boykin of the
California School Employees Association. Twenty-one labor organizations were notified
of the opportunity to nominate a labor representative and of Mr. Dumas' interest in
being reappointed. His personal data sheet is attached.
EDUCATION CATEGORY - 2 Appointments
There is one nomination for the Education position - Dr. Helen Spencer, Vice
Chancellor, Educational Programs and Service Contra Costa Community College District
and the current incumbent. In accordance with the controlling Federal and State
notification requirements, all School Districts and our private general and vocational
County mailing list were notified of the opportunity to nominate a representative and
of Dr. Spencer's interest in being reappointed. Her personal data sheet is attached.
BUSINESS CATEGORY - 5 Appointments
The business representatives were nominated through the County Chambers of Commerce,
with the Walnut Creek Chamber coordinating the compiling of a list. Attached is a list
of the business nominees and copies of their personal data sheets.
Four are current PIC members (Fitzgerald, Frank, Kelley-Williams, Smith). Staff
believes the Board would be well advised to seriously consider reappointing all four.
They have been active participating members. Their experience will be valuable,
particularly for the initiation of the new Federal mandates, and the continuing
challenge of maintaining program operations and effectiveness.
The PIC Chair and Executive Committee strongly support the reappointment of all four.
Joan Kelley-Williams is the current PIC Vice-Chair. She has provided sound leadership;
her reappointment will allow her to.finish her current .term as Vice-Chair and as a
future Chair is in a good position to assume the leadership of the PIC:. Alan

Fitzgerald is from a large employer (Chevron, USA) and is a current member of the PIC
Executive Committee. Eric Frank is eligible for one additional two year term
appointment; he is the current Chair of the PIC's Marketing Committee, a member of the
PIC Executive Committee and has served on the PIC since October '89. Christopher Smith
is a member of the PIC's Marketing Committee; he is an active contributor to the PIC
whose expertise has been invaluable in the development of its marketing plan and videos
promoting the PIC programs.
Assuming Board reappointments of current PIC members, that leaves one opening and seven
candidates. All of the candidates appear well qualified and the committee could
interview if it desired, however, staff recommends the committee consider Cindy Turner
who has volunteered for several years now to provide counseling for potential small
business entrepreneurs enrolled in our Small Business Development Center CDBG funded
program, she has also been a mainstay presenter at our monthly "New Business Start-up
Workshop." In staff's opinion her past service record in support of the PIC warrants
special consideration for appointment to the PIC.
