Dear Tom:
RE: HELICOPTER TRAINING SITE RELOCATION
The City Council at its September 27 meeting discussed
the County process related to the relocation of the
helicopter training site. As a result of that
discussion, the Council directed me to send a letter to
you indicating several concerns .
Asyou are , awa.re, the City of Martinez was not included
as a member of the working group which, apparently, was
charged with.; evaluating prospective location sites . The
Council felt that the exclusion of Martinez , when it
appears alternate sites were not only within the Sphere
of Influence of the City but actually within the City
limits , was a considerable oversight. Since the Council
meeting, I have had an opportunity to review the voting
membership of the working group, and it would appear tr.at
the City of •iPleasant Hill was also not represented. as
either a voting or advisory member.

environmental impact of such a relocation. The City of.:
Martinez has a long-standing record on environmental
issues and would be very concerned if evaluations of
sites proceeded without a substantial environmental
analysis being done. It would appear that all of the
alternate sites have major environmental consequences
from such a 'relocation. In addition, the working group' s
recommendation fails to mention analysis of environmental
consequences , but instead focuses on the Board of
Supervisors ' influence in working with appropriate
agencies to ;implement alternative helicopter sites .

It is the request of the City Council that the City of
Martinez be fully involved in a process that objectively
evaluates both the need for a relocation and the
alternates that might be considered. We would also
encourage the County, if it is seriously pursuing
alternate locations for the helicopter training site,
that It invulye a!-'L of thej1r15C.iCtiv;: 4wliich may le
involved - the City of Pleasant Hill, City of Concord,
and the City of Hercules . We would appreciate being
involved in a substantial way, if the County is seriously
considering :,the relocation of the helicopter training
site .
