Martinez , CA! 94553 Dear Tom: RE: HELICOPTER TRAINING SITE RELOCATION The City Coul I ncil at its September 27 meeting discussed the County ';process related to the relocation of the helicopter .1 1 training site. As a result of that discussion, ;.the Council directed me to send a letter to you indicatihy several concerns . .1 As: .you are , a'l ware, the City of Martinez was not included as a memberlof the working group which, apparently, was charged withi! evaluating prospective location sites . The Council fell' that the exclusion of Martinez ,, when it appears alternate sites were not only within the Sphere of Influence of the City but actually within the City limits , was a considerable oversight . Since the Council meeting, I heave lave had an opportunity to review the voting membership o.,f the working group, and it would appear that the City of 11 Pleasant Hill was also not represented as either a vot 1 ing or advisory member. The second part of the Council ' s concerns focub--d (-)fi environmental impact of such a relocation. The City of Martinez hai� a long-standing record on environmental issues and Would be very concerned if evaluations of sites proce,eded without a substantial environmental analysis be ,ng done. It would appear that all of the alternate sites have major environmental consequences from such a relocation. In addition, the working group' s recommendation fails to mention analysis of environmental consequences, but instead focuses on the Board of Supervisors 'll influence in working with appropriate agencies to iJimplement alternative helicopter sites . 0,C C60 K-5 li JAMES JAKE.[-, CITY MANAGER Mr. Tom Torlakson, Chair - Page Two September 28; 1993 It is the request of the City Council that the City of Martinez be fully involved in a process that objectively evaluates b6th the need for a relocation and the alternates that might be considered. We would also encourage the County, if it is seriously pursuing alternate locations for the helicopter training site, that it involve all of the ]urisdicLion 'wi-Lich may ,be involved - the City of Pleasant Hill, City of Concord, and the City of Hercules . We would appreciate being involved in a substantial way, if the County is seriously considering 'the relocation of the helicopter training site .
