BACKGROUND/REASONS FOR RECOMMENDATIONS
The purpose of the HOME Investment Partnership (HOME) Program funded
through the U.S. Department of Housing and Urban Development (HUD) is to
increase and maintain the supply of decent, safe, and affordable housing
for lower income households . On May 19 , 1993, following HUD approval of
the County' s HOME Program Description, Contra Costa County received an
allocation of $1,054,000 in FY 1993 HOME funds to support eligible
housing projects in the Urban County. For purposes of FY 1993 funding,
the Urban County includes all of Contra Costa except Antioch, Concord,
Richmond, and Walnut Creek. (The newly-formed Contra Costa HOME Program
Consortium including all of Contra Costa with the exception of Richmond
will become effective with the FY 1994 funding year. ) In addition to
the FY 1993 funds, $300, 000 in FY 1992 funds previously allocated to the
Pinole Multifamily Rental Housing Project were returned to the County
due to the project sponsor' s inability to complete the required funding
package. Therefore, HOME funds available for allocation in the current
funding cycle total $1, 354 ,000 .
As approved by the Board of Supervisors in the County' s FY 1993 HOME
Program Description (March 9, 1993) , the County' s priorities for the use
of HOME funds are:
o the acquisition, rehabilitation, and construction of affordable
multifamily rental housing;
o housing rehabilitation loans for very-low and low income
households; and
o first-time homebuyer' s assistance for very-low and low-income
households .
The Community Development Department is responsible for implementing the
HOME Program on behalf of the County. A competitive application process
was initiated in June 1993 with an informational meeting for prospective
applicants and interested parties . A Notice of Funding Availability was
sent to 70 jurisdictions, public agencies, affordable housing
developers, and interest groups currently active in the Urban County.
The Department received 10 applications requesting a total of $2 million
in HOME funds . Projects were evaluated and funding recommendations
developed using the following criteria:
1 . consistency with HOME priorities as defined by the Board;
2 . eligibility under federal regulations;
3 . target population and alleviation of affordable housing needs;
4 . project feasibility and cost-effectiveness;
5 . ability to leverage other resources;
6 . experience of project team in affordable housing;
7 . proposed affirmative marketing program;
8 . project readiness .
Projects recommended for funding are listed together with a brief
description in Attachment A. Consistent with Board priorities, these
recommendations include:
o Three new projects to provide affordable rental housing for lower
income households, including the new construction of 32 units of
family. housing in San Pablo ( $275,000) , 50 units of senior housing
in Oakley ( $325,000) , and 8 units of transitional housing for
battered women in Central County ( $105, 000) .
o Two previously funded rental projects, including additional
planning resources for a 33 unit multifamily rental project in
Pittsburg ($15, 000) and supplemental funding to complete the
financing required for 70 units of senior housing in Pinole
($50, 000) .
o A project to rehabilitate 12 to 14 rental and owner-occupied
housing units to improve housing conditions and arrest a situation
of neighborhood decline in a targeted neighborhood in Pittsburg.
o A project to provide first-time homebuyer assistance to enable 18
very-low and low-income households to acquire homes in a newly
constructed single family development in North Richmond.
