APPROVE a Consulting Services Agreement with The Design Partnership, 375 Fremont Street, Suite 200, San Francisco, for architectural services for the Women' s Programs Building at the West County Detention Facility. 2. AUTHORIZE the County Administrator or his designee to execute the agreement for $182,057 and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000. FINANCIAL IMPACT: This project is funded by a state grant issued by the Board of Corrections (Proposition 86) . The County' s 25% match of $473,496 has been authorized. A portion of these authorized and budgeted funds will be used for this contract. REASONS FOR RECOMMENDATION/BACKGROUND: The County made application to the Board of Corrections in September 1990 for additional housing for women at the West County Detention Facility (WCDF) . Although the WCDF had not yet opened, this site was selected because it provided the most economical approach to adding more beds, e.g. , no problems related to site selection would be encountered; prom and a istrative staff would not have to be duplicated. On August 3 , 1993 , the Board of Supervisors wrote to the Board of Corrections requesting authorization to modify the grant to instead build a satellite women' s programs building adjacent to their housing building. This proposed project would allow women inmates access to the same programs and services now only available in centralized facilities. These new facilities will thus allow the Sheriff ' s Department to fully separate the male and female inmate populations. On September 16, the Board of Corrections approved the County' s request and granted a six-month extension in two month increments. Additional delays are contingent on successful progress reports at each of the future Board of Corrections meetings. The performance objectives for future Board meetings are the following: November 1993 Board Meeting 1. Submittal of Schematic Design and Design Development documents to the Board of Corrections. January 1994 Board Meeting 1. Submittal of Construction Documents to the Board of Corrections. 2 . Approval of County Board of Supervisors to bid project. March 1994 Board Meeting 1. Board of Supervisors to award contract. March 30, 1994 1. Submit all precontractual requirements necessary for funding. 2 . Sign contract between Board of Corrections and County. To meet these stringent schedule deadlines, the County decided to establish a follow-on contract with The Design Partnership, the architectural firm selected earlier by the County to provide both programming and design of the WCDF. The firm' s proven past capabilities, knowledge of the project, and availability of and familiarity with the construction documents all justify using them on this facility addition. For this project, the architect proposed a number of MBE/WBE consultants. Of their total fee, 14. 5% is committed to WBEs (goal is 10%) and 18.7% is committed to MBEs (goal is 5%) .
