SUBJECT: Wildcat Marsh Monitoring Grant
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Approve the terms and conditions of an agreement with the
State Coastal Conservancy which will make the County the
State's agent in the monitoring of the Chevron Marsh wetland
improvements. The grant is for a maximum of $104, 718.
2 . Authorize the Director of Community Development to be the
County's agent in meeting the obligations of this agreement,
sign a monitoring contract on behalf of the Board and to
authorize dispersal of funds in accordance with the agreement.
3 . Direct that the County's costs in providing this. service be
covered as part of the cost of the grant and concur with the
coastal conservancy staff agreement to advance funds to the
County prior to their need for dispersement to the consultant
hired for monitoring.
4. Authorize the Director of Community Development to sign a
contract with a monitoring consultant as outlined in this
agreement for an amount not to exceed $104 , 718.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The Chevron USA Corporation has done extensive improvements to
Wildcat Marsh to enhance it's wildlife potential. This effort was
recently acknowledged by the Board of Supervisors. The County has
been requested by the State Coastal Conservancy to take on the role
of their agent in monitoring the success of these marsh
improvements.
They have requested the County to accept a grant of up to $104 ,718
over a five (5) year period to contract with a hydrologist to
supplement the monitoring done by the Chevron Corporation as part
of their permits. This monitoring will aid in designing other
wetland restoration projects throughout the state.
State Coastal Conservancy staff is aware of the tight financial
circumstances of local government and has agreed, as part of the
grant, on an amount to cover our staff processing costs, to advance
us the money to disperse to the consultant and to work with our
office in preparing the work scope and reviewing the monitoring
results. They need a local governmental unit to assist in this
effort. Based on those assurances, we feel it would be beneficial
to accept this grant.
I should be authorized to sign the contract with the consultant
when one is selected. The contract amount is for approximately
$20, 000 per year over five (5) years.
