BUBJECT: Authorizing Submission of a JTPA 8% Cooperative Agreement with the
California Department of Education (County #19-8213-0)
SPECIFIC REOUEST(S)OR RECOMMENDATION($)i BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County,
a State Education Coordination and Grants (SECG) 8% Funds
Cooperative Agreement for Program Year 1993-1994 (County #19-
8213-0), requesting authorization to expend $75,000 of Job
Training Partnership Act (JTPA) 8%/30% funds (with a requirement
for a local match of at least $75,000 with non-county funds to
be provided by Mt. Diablo Unified School District) for the
period October 1, 1993 through June 30, 1994 and further
authorize the Executive Director, Contra Costa County Private
Industry Council, to make non-substantive changes to said
document as may be required by the State Department of
Education.
II. FINANCIAL IMPACT:
None. 100 percent Federal and State funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
At its meeting of July 19, 1993, the full Private Industry
Council approved submission of a project from Mt. Diablo
Education (in coordination with four other Local Education
Agencies) to the California Department of Education (CDE) to
utilize $75,000 in JTPA 8% funds. The required "local match" of
$78,809 is the responsibility of Mt. Diablo Adult Education.

Pursuant to Section 202(b)(1) of the.lob Training Partnership Act of 1982(97.300), and the Job Training Reform
Amendments of 1992, this agreement is entered into between the California Department of Education(CDE)and:

Under this Agreement,the California Department of Education shall provide JTPA 8%funds to designated Service Delivery Areas
to support the JTPA 8%program. Provision of any state or federal funds is contingent upon funding availability.
The signatories below assure that this agreement shall be carried out in accordance with the requirements of JTPA. The
agreement requires full adherence to all JTPA cost limitations,reporting and procurement requirements,at least a one hundred
percent matching contribution,and assurance that no less than 75%Iof the funds available under this agreement shall be expended
on activities for economically disadvantaged individuals with barders!to employment. Programs carried out under this Agreement
shall meet the goals set forth in the Job Training Reform Act by enhancing literacy and life-long learning,school to-work transition,
and non-traditional employment programs for women.
The program shall be conducted in accordance with the terms of this'Agreement and the Agreement Provisions and Standards of
Conduct,and all policy,instructions,and drectives issued by the grantor agencies,the Employment Development Department and
CDE.

PROGRAM SUMMARY
5. PROGRAM DESCRIPTION:
a. Provide a program description which includes mandated and prescribed activities to accomplish the objectives of the
program. Indicate timelines and anticipated outcomes.
b. List what activitiestservices will be covered under each JTPA cost category outlined in the LEA Funding Detail--
Sections 3.1 and 3.4.

5b) To accomplish these objectives and to complete these activities, Mt. Diablo
Adult Education will enter into an agreement with Contra Costa County Private
Industry Council to receive a total of $63,750. Mt. Diablo Adult Education will, in
turn, develop Memorandums of Understanding with Richmond Adult Education,
Pittsburgh Adult Education, County Office of Education, and Martinez Adult.
Education that will reflect their involvement and establish a mechanism for
these other LEA's to invoice Mt. Diablo Adult Education upon completion of the
services as outlined in 5a.
Of the $63,750, $3,750 will go towards Mt. Diablo Unified School District's
Administrative support to this project; $2,700 will go towards Training Related
expenses in the form of child care and transportation supportive services to
participants working with the County Office of Education; $57,300 will be utilized
for Training of participants. An equivalent amount of each category will be
provided as match by the participating LEA's.

This certification is required by the regulations implementing Executive Order 12549, De-
barment and Suspension, 34 CFR Part 85, Section 85.510, Participants' responsibilities.
The regulations were published as part VII of the May 26, 1988 Federal Register (page
19160-19211). Copies of the regulations may be obtained by contacting the person to
which this certification is submitted.

(1) The prospective lower tier participant certifies, that in Its operations of a JTPA 8%
program neither it nor its principals are presently debarred, suspended, proposed for
debarment, declared ineligible, or voluntarily excluded from participation in this
transaction by any Federal department or agency.
(2) Where the prospective lower tier participant is unable to certify to any of the state-
ments in this certification, such prospective participant shall attach an explanation to
this proposal.
