Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction.' DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated project cost is $683,500, funded by the Intermodal Surface Transportation Efficiency Act (74%), Transportation Systems Management (12%) and Assembly Bill 434 (14%). REASONS FOR RECOMMENDATION/BACKGROUND: The project includes the minor modification of existing facilities along San Pablo Dam Road, including the installation of two traffic signals, a left turn lane at the intersection of Clark Road and Milton Drive, and the interconnection of nine traffic signals (including the signals at Milton Drive and Clark Road) between Interstate 80 to the west and May Road to the east. It is needed to allow traffic to move more efficiently with less delay and congestion. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301 of the CEQA guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
