Project No. 0662-6134213-92, CP # 93 - 60. Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: APPROVE Project, and DETERMINE that the project is a California Environmental Quality Act Class 1c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. REASONS FOR RECOMMENDATION/BACKGROUND: The project includes modifying existing median islands, traffic signals and striping to install a second left turn lane from Port Chicago Highway onto Willow Pass Road. Sidewalk will be installed at the northwest corner of the intersection and along the south side of Willow Pass Road to conform to existing improvements. Minor storm drain improvements will be constructed to improve drainage of the intersection. Landscaping will also be installed within the project area. The additional left turn lane is needed because traffic currently backs up on Port Chicago Highway due to motorists using this road as a bypass around Highway 4. The landscaping and other improvements will improve the appearance at this intersection as it leads into Bay Point. The project has been determined to be in compliance with the General Pian and is exempt from CEQA because it consists of minor alterations of existing public facilities involving no expansion of use per Section 15301 of the CEQA guidelines. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
