The County refuses to entertain any Union or Coalition proposal that is not "revenue neutral". 2. 10% Pax Reduction through Mandatory Time Off(MTO) The County proposes that we go 19.5 days without pay between now and July, 1994. No workload adjustments and the County gets to pick the days. No guarantees that the money will remain in the Department to save any of our jobs. • 3,., Elimipation of§W Increases The County proposes to remove step increase language from the contract. In other words, you would remain at whatever step you were hired or to which you were promoted. No more yearly increases, regardless of performance. 4. Employees to Pick Ug 1_04°10 of Health Plan Increases The County threatens to have the employees pick up the entire cost of any health plan increases unless the scope of benefits are reduced. They have already done this for the Retirees. 6. Removal d&11 Workload CADS The Union has been able to obtain some caseload limits through the Work Group reports. The County refuses to extend these limits. The result will almost certainly be significant caseload increases. The County has submitted a specific proposal that would allow them to increase the IM Intake application�count for any reason. 6. Unrestricted ReassiEnmgnt The County proposes that they be able to reassign someone without regard to seniority or the bid process, on the motion of the supervisor, for personal or physical reasons. 7. Eliminate Union Reps The County proposes to reduce the,size of the Representation Committee, the group responsible for negotiations, committee representation such as the Workload Committee, and most grievances, from five to three people. They also propose to eliminate Shop Stewards from all offices that have less than 100 members and eliminate the second Shop Steward from those offices with more than 100 members.
