SUBJECT: Proposed Abatement of Real Property at 50 Bay View.,
Pittsburg
This was the time set for hearing on the proposed abatement of real
property at 50 Bay View, Pittsburg, Maye and Anthony Tom, owners.
The Board received a October 1, 1993 memorandum from the
Director of Building Inspection requesting that the above action be
cancelled/withdrawn from this day's proceedings as the property has been
secured.
As requested by the Director of Building Inspection, IT IS BY THE
BOARD ORDERED that request for withdrawing the proposed abatement
is accepted.

before the Contra Costa County Board of Supervisors, at a meeting

Pine Street, Martinez, at of 11:00 o'clock A.M. or as soon after as
this matter may be heard, and show cause, if any, why said building
should not be condemned as a public nuisance, and the nuisance be

The Board of Supervisors of Contra Costa County Resolves That:
It appears from evidence presented by the County Building Inspector the
above subject property has substandard uninhabitable structures that
constitutes a hazard to and endangers the health, safety and welfare of
the public.
The structures are hereby declared substandard and a public nuisance.
The owner of the subject property is hereby ordered to demolish the
structures and clear the site of all debris and leave it in a clean
graded condition, or abate the nuisance by repair and alteration.
If the subject property has not been cleared as ordered within thirty
(30) days from the date of this hearing, the Board hereby grants
authority to the Building Inspection Department to contract for the
clearing of the subject property. In the event the County must contract
for the work to be done, a lien shall be placed against the subject
property for the cost of the abatement.
The Building Inspection Department is directed to post and mail notices
of this resolution directing abatement. of the nuisance in the manner
required by law and for the period required prior to any actual
abatement.

RESOLUTION 93/591
1993 Poverty Warriors Award
Frances Greene Has served as the Executive Director of the
Pittsburg Preschool Coordinating Council Since its inception
Twenty-Five Years ago. Ms. Greene has been a leader in the
Pittsburg Community taking an active role in community
organizations all advocating for the betterment of life for all who
are disadvantaged and oppressed.
Ms. Greene stays involved in many ways, from talking to young
adults in the streets to raising funds to improve services. She
continues to strengthen the Preschool Site and to make it a place
where those in need can be helped.
Pastor Orenzia Bernstine currently operates the Souper Kitchen that
serves meals to the disadvantage in the Richmond area. Pastor
Bernstine currently serves as the pastor of the New Saint James
Missionary Baptist Church, where he as always encouraged the
congregation to get involved in the community to improve the
conditions of our neighborhood and fellowman.
Along with his service for the Volunteers of America, he has served
as the Chairman for Rubicon, has held the office of Vice-President
of the NAACP -Richmond Branch and many other civic
responsibilities.
Pastor Bernstine believes that all peoples should have an
opportunity and that he must share some of the blessing that the
Lord has given him.
Bettye Jones is the Coordinator of the Energy Crisis Program (ECIP)
for the West Contra Costa County area under the Community Services
Department. Much of Ms. Jones work has been to assistance and
develop options for individuals to maintain basic services. Many
of Bettye clients have written letters of appreciation for her
patience and understanding in assisting her clients which have
become personal friends though some difficult times.
Mary Lou Laubscher recently retired Executive Director of
Cambridge Communit -ter, has given effortless hours toward
w Ing with the low-income community. Ms. Laubscher has always
believed that sharing a smile and some kind words can go a long
ways in handling life's difficult challenges u serves on
various boards and commissions in Contra Costa County a works
with youth and disadvantage families. Since her retirement from
Cambridge she continues to works as a volunteer and an advocate for
the powerless in Central County.
Guillermo Muniz is the owner and operator of the New Mecca Mexican
Restaurant in Pittsburg. Mr. Muniz came from a humble background
and has devoted many hours and dinners toward improving the
interaction between individuals from all walks of life . Guillermo
believes that our society should work to love and assist their
fellowman. Mr. Muniz has used this principle as an example in his
business and professional life. Guillermo has worked on the behalf
of many civic and social issues in the Contra Costa County area
with a ever present smile.
