SUBJECT: POLICY FOR THE GARAGING OF COUNTY VEHICLE AT AN EMPLOYEE'S HOME
SPECIFIC REQUESTS) OR RECOMMENDATIONS) a BACKGROUND AM JUSTIFICATION
RECOMMENDATIONS:
1. Adopt the revised policy for the garaging of County vehicles at an employee's
home.
2. Establish the effective date for the policy when the meet and confer obligations
have been satisfied for the representative employees.
BACKGROUND:
On August 17, the Board of Supervisor's approved guidelines for the garaging of County
vehicles at an employee's home as proposed by the Finance Committee. The Board
directed that the guidelines be circulated to departments to determine the impact on and
applicability to county employees. The results of the department survey were to be
reported back to the Finance Committee for refinements to the guidelines.
Highlights,of the department survey are presented below.
192 employees will be impacted
- 130 epresented
- 62 unrepresented
155 mployees comply with the guidelines
- 106 represented
- 49 unrepresented
37 employees do not comply with the guidelines
- 24 represented
- 13 unrepresented
Based on the information and suggestions provided by department staff, the Committee
adopted the attached policy. The Committee also heard testimony from representatives
of the Fire Districts, Sheriffs Office and General Services Departments.

Revised Policy for Garaging of County Vehicles
At An Employee's Home
Authorization for home storage of personally-assigned vehicles is justified when home
storage allows for the more efficient utilization of the vehicle and the employee's working
hours.
Department Heads will authorize home storage when the home is within the County and
not more than 25 miles roundtrip from the employee's office or work site and when one
of the following conditions are met:
a) The employee's duties are such that check-out of a County vehicle from a County
facility at the start or end of a normal workday would be both impractical and
uneconomical due to lost productive time or increased fuel consumption;
b) the employee has been directed to be on continuous availability for callback
during off duty hours and the task to be performed will require immediate travel
to the job location; or
c) the employee's duties require regular off duty emergency assignments.
Department Heads will allow employees, who are currently garaging vehicles at home,
the choice of discontinuing home garaging or reimbursing the county for round trip home
commute at a rate of 28¢ per mile. The reimbursement policy shall be applied to every
mile in excess of 25 miles and/or every mile outside of Contra Costa County.
This policy does not apply to the following individuals or when the following conditions
exist:
1. Department Heads;
2. employees driving vehicles used in the County sponsored car and van pool
programs;
3. employees utilizing specialized vehicles that carry tools or parts for repair of
emergency vehicles; or
4. employees driving vehicles which cannot be garaged at a County facility which is
secure - as determined by the General Services Director.
