Dear Mr. Torlakson: CONFIRMATION OF EXISTING SERVICE DELIVERY AREA DESIGNATION On behalf of Governor Wilson, I am writing to confirm that the County of Contra Costa, excluding the City of Richmond, having been designated as a Service Delivery Area pursuant to Section 101 of the Job Training Partnership Act prior to July 1, 1992, will continue its designation as a Service Delivery Area in California. This action is based on a recommendation from the State Job Training Coordinating Council, pursuant to 20 CFR 627.904, not to reconsider the designation of existing Service Delivery Areas for compliance with new provisions in federal regulation. However, if at some time in the future, an entity seeks designation as a Service Delivery Area, the Governor will consider the designation of the affected Service Delivery Area(s) and must apply the new designation criteria in 20 CFR 628.405, to both the new applicant and any affected existing Service Delivery Area(s) .
