SUBJECT: NOVEMBER 2, 1993 BALLOT: PROPOSITION 172

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)',A BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . REAFFIRM the Board' s SUPPORT for Proposition 172 on the
November .2, .1993 ballot.

2 . AUTHORIZE the County Administrator to provide to each school
district andIcity in the County a model Resolution supporting
Proposition 172 and requesting' that each school board and city
council adopt that or a similar Resolution.
BACKGROUND:
Supervisor Torlakson, representing the Board of Supervisors, met
with the-members of the Education Committee on September 24, 1993.
Among the subjects, discussed was the importance of Proposition 172,
not only to the County but to each city and school district. which
relies on the County Sheriff or District Attorney for various law
enforcement and p, osecution services .
The school officials present asked that the Board of Supervisors
indicate its support for Proposition 170 and its opposition to
Proposition 174 . IlIn return, it was suggested that the cities and
school districts be asked to support Proposition 172 . The school
officials present agreed to do so, but asked that the County supply
them with a model) Resolution they might use with their governing
boards . We have, therefore, prepared the attached Resolution
which, with the Board' s approval, we will forward to each city and
school district An the County, asking for its endorsement of
Proposition 172 .

IN THE MATTER OF SUPPORTING)
PROPOSITION 172 ) RESOLUTION NO. 93/
WHEREAS, the Legislature enacted Senate Constitutional Amendment #
1 (SCA 1) , and
WHEREAS, the Legislature placed SCA 1 on a Special Election ballot
on November 2, 1993, and
WHEREAS, SCA 1 would provide for a permanent extension of the half
cent sales tax which was extended temporarily by the Legislature

only through December 31, 1993, and
WHEREAS, SB 509 (Chapter 73, Statutes of 1993) , the implementing
legislation for SCA 1 requires that all of the proceeds of the
sales tax be spent on public safety services, and
WHEREAS, the Contra Costa County Board of Supervisors has made it
clear that it intends to dedicate all of the proceeds of the sales
tax imposed by Proposition 172 and all future increases in that
portion of the sales tax imposed by Proposition 172 to the Sheriff
and District Attorney, if Proposition 172 is approved by the voters
statewide, and
WHEREAS, the [name of local jurisdiction]
recognizes that adequate law enforcement and criminal prosecution
are essential services which benefit all of the residents of Contra
Costa County, andl
WHEREAS, we recognize that adequate law enforcement and public
safety are essential elements of the type of community which we as
elected officialslare striving to maintain in our communities and
that the passage of Proposition 172 is essential to the safety of
the citizens we represent;
NOW, THEREFORE, BE IT BY THE [City Council or
School Board] OF THE [name of city or school
district] RESOLVED:
THAT we support Proposition 172 on the November 2, 1993 ballot, and
that we urge all voters in our [city or district] to vote
in favor of Proposition 172 in order to maintain and improve the
level of law enforcement services which are being provided in this
community.
