HolmeActing Chief, Crime Lab Holmes ti Subject: Appropriation of Funds for DNA Program Last year we obtained written agreements from each city within the County, as well as the special districts, to use $72,220 in excess CALID operational funds for the implementation of a Countywide DNA testing program within the Criminalistics Laboratory. After much negotiating with Alameda County, we have obtained the approval of the CALID Regional RAN Board to transfer all excess Contra Costa Operational funds (approximately $230, 000) to Contra Costa County trust account. As soon as we are able to create a local interest-bearing account, the transfer of funds will occur. In anticipation of receiving these funds, I would like to obtain Board approval to appropriate funds to a DNA account so that we may order the equipment and supplies. necessary to begin the DNA program. It is critical that we begin this program as soon as possible in order to increase our case efficiency. Our continued funding depends greatly on our ability to generate fees for cas.ework. The DNA testing, once established, will automate our serology examinations and increase our revenues . Initial capital equipment purchases are expected to be approximately $18,150 . The balance of the funds would be for services and supplies per the attached budget description. cc: R. McDonald K.
