MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: October 5, 1993 SUBJECT: Flood Control District Maintenance Funding SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the transfer of Flood Control District funds from the Flood Control Revolving Fund in the amount indicated to the following entities for system maintenance: ENTITY AMOUNT 1. Flood Control Zone 2 (Byron) $1,000 2. Flood Control Zone 6A (San Pablo) 23,000 3. Flood Control Zone 9 (Pinole) 20,000 4. Flood Control Zone 11 (Antioch) 30,000 5. Flood Control Zone 12 (Antioch) 5,000 6. Flood Control Drainage Area 127 (San Pablo) 10,000 7. Flood Control Drainage Area 290 (Oakley) 10,000 8. Flood Control Drainage Area 300 (Oakley) 4,000 $103,000 II. Financial Impact: The amount of Flood Control District funds in the Revolving Fund will be decreased which will reduce available funding for capital improvements. BACKGROUND FOR RECOMMENDATION For some time the above entities have relied on the Special District Augmentation Fund (SDAF) for funding their system maintenance costs. SDAF funds are no longer available. The maintenance responsibility for the existing facilities must be met. Failure to meet this responsibility would expose the District to claims for flood damages exceeding the cost of maintenance. It is recommended that the District fund a minimal maintenance effort on the facilities in these entities to continue their functioning as designed. IV. CONSEQUENCES OF NEGATIVE ACTION: Required maintenance will not be performed in the above entities resulting in degradation of the system and ultimately flooding of adjacent lands.
