Dear Tom,
The Clayton City Council recently passed the attached
resolution, calling on all levels of government to be more
sensitive to the effects of legislation and regulation,
particularly the fiscal impacts. While we are particularly
concerned with the history of unfunded mandates from the Federal
Government and the State of California, there may be limited
occasions when the same problem could surface in the County-City
relationship (the recent discussions of waste reduction
strategies by the County may be one of those) .
Overall, we're supportive of your efforts to open lines of
communication, and I might add we are supportive of some way of
stemming the mandate burden that the State in particular imposes
on the counties, which we recognize is significantly greater in
scope than the problems we face. r

projects on which we might work together.

RESOLUTION 1-93
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAYTON THAT ALL
FEDERAL, STATE, AND COUNTY MANDATED PROGRAMS BE FUNDED BY THE LEVEL
OF GOVERNMENT CAUSING SUCH MANDATED PROGRAM.
WHEREAS, local governments in California and throughout the
nation face an increasingly unstable future due to the financial
burden of federal, state, and county legislative and agency
mandates; and
WHEREAS, many such mandates are passed without due
consideration of their fiscal effects; and '
WHEREAS, mitigatation measures regarding the fiscal effects of
mandates have been inadequate, ignored, or non-existent;
NOW THEREFORE, the City Council of the City of Clayton does
hereby resolve that all federal, state, and county mandated
programs be funded by . the level of government legislating or
causing through regulation, such mandated program;
BE IT FURTHER RESOLVED that the Clayton City Council further
urges and demands that .the legislative bodies of the federal, j
state, and county governments adopt legislation guaranteeing such
funding, or in the alternative, making any such program voluntary
on the part of the local government; and further, that each such
legislature cause existing mandates to be reviewed immediately, and
either provide funding or permit voluntary compliance.
Adopted by the City Council of the City of Clayton at a
regular meeting of said Council held on Tuesday, January 5, 1993,
