SUBJECT: WEST CONTRA COSTA. SALESIAN BOYS AND GIRLS CLUB
ENRICHMENT, TUTORIAL AND RECREATIONAL PROGRAMS
I. RECOMMENDED ACTION:
APPROVE provision of recreational and tutorial programs by the Salesian Boys
and Girls Club at Las Deltas, CA011006, North Richmond, and AUTHORIZE expenditure of
$7,945 from Housing Authority Local Management Funds for these services, as
recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding for this program is available in the Housing Authority's Local
Management Fund.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
A goal of the U.S. Department of Housing & Urban Development is to have a Boys
and Girls Club at every public housing development. The Housing Authority supports
this goal , and, during the last quarter, implemented a pilot program to incorporate
the recreational and tutorial programs offered by the Salesian Boys and Girls Club
with the activities offered under the HUD Drug Elimination Program, Project Pride, at
Las Deltas, CA011006, North Richmond.
The program will be scheduled at Las Deltas and on location at the Salesian
Boys and Girls Club. Approximately 70-120 youngsters, ages 6 through 17, will be
served. A detailed budget has been submitted and the total cost to the Housing
Authority to continue this program would be $7,945. Funding for this multi-faceted
recreation/tutorial program is available in the Housing Authority's Local Management
Fund.
On January 11, 1993 the Budget and Policy & Strategy Committees of the Advisory
Housing Commission reviewed the proposal and recommended that the Advisory Housing
Commission approve this proposal , with an allocation of $7,945 to operate the
program. At its Regular Meeting on January 11,1993 the Advisory Housing Commission
voted to recommend approval of the proposed recreational and tutorial program offered
by the Salesian Boys and Girls Club and recommend allocation of $7,945 from the Local
Management Fund for operation of the program.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the expenditure of
$7,945 from the Housing Authority's Local Management Fund for the operation of the
West Contra Costa Salesian Boys and Girls Club Enrichment, Tutorial and Recreational
program at Las Deltas, CA011006, North Richmond, the youth of that area will be
deprived of a program which would provide recreational , educational and social
activities to its participants.
