SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Authorize the County Department of Agriculture to co-sponsor an Agricultural
Chemical Disposal Day with the University of California Cooperative Extension and
the Contra Costa County Farm Bureau.
BACKGROUND '
Hazardous waste storage, transportation, and disposal have become major issues. for
many industries in recent years . These issues impact the local. , agricultural
industry as well as government agencies, parks, cemeteries,' and golf courses who
use agricultural chemicals . Many are faced with storage and disposal of chemicals
.which are no longer registered for their crop or no longer registered for use in
California.
Few options for disposal, of these materials have existed. One could contract with
a private firm to . ,dispose of these unwanted chemicals, however this could
frequently cost thousands of dollars to dispose of small amounts.
In 1992, Contra Costa County took advantage of Assembly Bill 563, Hannigan, which .•
provided some opportunities for the agricultural industry in this county to dispose '
of unwanted chemicals. This bill authorized the county to develop and establish
a collection program while it immunized. the county from certain liabilities related
to hazardous waste collection. It also exempted participants (growers) from
certain fees, taxes, reporting, and permitting requirements imposed currently on
the disposal of hazardous waste while it streamlined the regulatory process by
including certain variances for the transportation, of wastes . This bill did not
allow government agencies, parks, cemeteries and golf courses to take advantage of
these opportunities .

Assembly Bill 2292, Hannigan, (chaptered September 1992) provides one more
opportunity to facilitate the disposal of unwanted agricultural chemicals . It also
broadens the scope of those who can participate under its provisions to include
government agencies, parks, cemeteries, and golf courses . The new bill sunsets on
January 1, 1994 . It is not expected to be renewed.
