Rainey Upon his Retirement as Sheriff-Coroner of Contra Costa County WHEREAS,Richard K.Rainey served as Sheriff-Coroner of Contra Costa County since 1978,and was a member of the Sheriffs Department since 1964. His retirement in November 1992 comes as a result of his election to represent the 15th Assembly District; Mr.Rainey served as Police Officer for the City of Compton,California from 1962 until 1964 when he joined the Contra Costa County Sheriffs Department. During this period of time,he served as a detention officer and patrolman,as Assistant Division Commander of the Patrol Division, Commander of the Investigative Division, and Commander of the Detention Division; WHEREAS,Richard Rainey's commitment and deciation to community service has been rewarded by strong public support. He was first elected Sheriff Coroner in November of 1978 and re-elected for three additional terms. During these elections he received from 76% to 97% of the votes cast reflecting the community's confidence in him; WHEREAS,as the Chief Administrative Officer of the Contra Costa Sheriffs Department, he was re- sponsible for an urban law enforcement agency of over 900 employees and a budget of over$50 million. The department functions include patrol of the unincorporated areas of the county,police management services for four contract cities within the county, three detention facilities, investigation, coroner, communications, and criminalistics laboratory; WHEREAS,Mr.Rainey was a Governor appointee to the Board of Corrections of the State of Cali- fornia and the Board of Trustees,the Robert Presley Institute of Corrections, Research&Training. He was a member of the Detention and Corrections Committee, the California Medical Association, the California Corrections Executive Council,the Professional Executive Research Forum,and the American Jail Associa- tion. He was appointed by the United States Attorney General to the Advisory Committee to the National Institute of Corrections from 1983 through 1988; WHEREAS,he served as President of the California State Sheriffs'Association in 1990, the Califor- nia Peace Officers'Association in 1985,the Bay Counties Peace Officers'Association in 1983,and the North- ern California Detention and Correction Officers'Association in 1978; WHEREAS, his community memberships include the Mt. Diablo Council Boy Scouts of America Advisory Committee, St. Mary's College County Scholarship Committee,the Concord Rotary,the Century Club,and the Masonic Lodge. Richard and his wife,Sue,were honored by the American Cancer Societry as Humanitarians of the Year for 1990; NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF SUPERVISORSW OF CONTRA COSTA COUNTY, CALIFORNIA, hereby honors Richard K. Rainey for his many years of outstanding and dedicated service to Contra Costa County and extends congratulations on his election to the State Assembly. PASSED by unanimous vote of the Board Members present on this 26th day of January, 1993.
