ASSOCIATES FOR CONSOLIDATED SOCIAL SERVICES FACILITY

RECOMMENDATION
APPROVE an Option to Lease or Purchase Real Property, commencing
January 20, 1993, for a period of approximately two months, with
Robert Cass, Inc. , dba Douglas Associates, for the premises
designated as Lots 5 and 6, Subdivision 6212, in the Northshore
Business Park, Hercules, California, for occupancy by the Social
Service Department, under the terms and conditions more
II particularly set forth in said Option and AUTHORIZE the. Director of
1 'General Services to' EXECUTE said Option on behalf of the County.
DETERMINE that the above project is a Class Twenty-Seven (27)
i Categorical Exemption under the California Environmental Quality

Act.
` DIRECT the Director of Community Development .to FILE a Notice of
Exemption with the County Clerk.
FINANCIAL IMPACT
The recommended action will have no negative fiscal impact to the
Social Services Department or County general funds for the current
fiscal year. The option costs will be funded by restricted capital
projects bond financing.

BACKGROUND
The recommended action represents a culmination of several years of
planning effort to secure a northern West County Social Service
facility for consolidation and replacement of two leased
facilities . Approval of the option will be the first step to
secure the property rights for construction of a new building for
the Social Service Department.
The parcels will be otherwise committed by the end of this month
and not available to the County unless this option is approved. If
a facility is constructed, the process will be the same as has been
used for the other Social. Service buildings in Antioch and Martinez
whereby a developer builds the new structure to County
specifications and sells the completed building to the County
through a tax-exempt leasing process .
Consolidation and acquisition of permanent space for Social Service
is consistent with the long-term Board policy to obtain ownership
positions in facilities which will have long-term County occupancy.
The Social Service Department currently leases the following two
facilities in northern west county:

The current annual lease costs for both facilities is approximately
$450, 000 . If the department were to remain at both sites, major
renovation would be required at the El Sobrante facility
(mechanical upgrades in the HVAC system, improvements to the
waiting room, group rooms and interview area. ) These improvement
costs would increase the lease costs to approximately $505,000
annually. The E1 Sobrante building is the last former Safeway
building still in use by the department. While it has been
serviceable, . the building is not of adequate size and is not
flexible in design to meet program changes .
The Research Drive building has been criticized as a very expensive
lease. Recent program cuts have reduced the space need in that
building, but since it is a separate facility, it is not practical
to adjust programs between the E1 Sobrante and Research buildings .
Consolidation in a new building will eliminate duplicate waiting
and reception areas, improve flexibility of use and allow for a
building custom designed for Social Service' s present and future
needs as has already been done in Antioch and Martinez.
The estimated debt service cost for construction of a 40,000
square foot County-owned building to replace the two leased
facilities is approximately $489, 000 annually.
The recommended site in Hercules has been thoroughly reviewed by
the Social Service staff for access and suitability for their
programs . Access to transportation routes and public
transportation to this site is excellent. It is located along San
Pablo Avenue, a major arterial at the junction of Highways 4 and
80, and public transportation readily available.
The City of Hercules is in support of the County use at the site.
The land costs for the site are appoximately one-third to one-
fourth the cost of lesser sites around the nearby Hilltop area.

The reduced land costs allow for construction of more building
space for the long-term needs of the department while retaining
sufficient land for future expansion needs .
The two month option period will provide the department sufficient
time to comply with any program requirements in regards to the
proposed consolidation of the two leased facilities . The Social
Service Director has met with representatives of bargaining units
within the department and has their full support for this
consolidated facility.
