ALAMEDA cOrJwT CONGESTION A14NAGEMENT AGENCY RECV D December 17, 1992 DEC 2 31992 Contra Costa County CLERK BOARD OF SUPERVISORS Board of Supervisors CONTRA COSTA CO. 651 Pine Street Martinez, California 94553 Subject: Dougherty Valley General Plan Amendment, Specific Plan and Related Actions Dear Board Members: By this letter the Alameda County Congestion Management Agency conveys its concerns with the subject project, its final environmental impact report and associated development agreements. In our comments, dated August 3, 1992, on the Draft EIR, the CMA expressed its view that many of the impacts of this project in Contra Costa County would actually occur on the transportation system in Alameda County. The final EIR supports this conclusion. After seeking the advise of the Tri Valley Transportation Council, we conclude that the proposed mitigation measures are inadequate to sustain reasonable service levels on the transportation system in Alameda County and/or are not accompanied by identified funding. The CMA requests that your Board delay action on this development to permit more time to negotiate meaningful mitigation measures, including an agreed upon funding program. Absent this delay, we request that your Board revise the development agreement to include a process for agreeing upon mitigation and its funding, and that your Board allow up to one year to undertake the necessary negotiations to agree upon developer contributions to this mitigation. The CMA is particularly concerned with the impacts on its designated Congestion Management Program (CMP)network and is open to working with you. We will make our analytical resources available to assist in reaching agreement on actions that will sustain the level of service on the CMP network in Alameda County. This project is a text book example of the type of development issues the CMPs were created to address. Ver Truly Yours, E.
