Authorize the Director of Redevelopment or his designee to enter into a contract with The Planning Collaborative (TPL) to prepare the Specific Plan. FISCAL IMPACT No General Funds are involved. The total budget for this study is $50,000 . If approved, the plan will be funded our of current year tax increment in the Rodeo Redevelopment Project Area. This amount has been budgeted and approved by the Rodeo Redevelopment Advisory Committee (RAC) as part of the Redevelopment 1992/93 budget. BACKGROUND/REASONS FOR RECOMMENDATIONS The Specific Plan study area encompasses the older-downtown and adjacent waterfront properties . Rodeo was once a thriving small town fueled by great fishing at the marina. Today, the Rodeo downtown and waterfront contains a large proportion of vacant or under utilized parcels/structures . The goal of the planning process is to identify the key elements in recapturing a viable downtown and marina area to better serve the community. Three proposals were received. Based on a review of the proposals, the reviewing committee, comprised of four members of the RAC and county planning and redevelopment staff, recommended interviewing all three firms . The firm of The Planning Collaborative, with sub consultant Keyser Marsten Associates, was the unanimous choice of the full RAC at their December 8, 1992, meeting. Development of the specific plan will require the development of materials in sufficient detail to allow the County to proceed with plan development, and to achieve the following objectives : o Determine circulation patterns best suited to handle number of vehicles, and create a viable retail center and marina which will generate pride and confidence. o Make the downtown and waterfront an attractive environment which is active throughout the day and evening. o Determine necessary public facilities, open space and infrastructure improvements to encourage a positive pedestrian experience. o Revise, if necessary, the Rodeo Design Guidelines to create a consistently high level of design quality and protect property values . o Analyze land uses most appropriate to allow reasonable development, balanced with conservation and proximity to the Bay, which would best recapture a vital downtown and waterfront area. o Link the downtown and waterfront areas to realize the economic, open space, and recreational opportunities for the town of Rodeo. When the plan is completed and adopted by the Board, it will be incorporated into the County' s General Plan.
