Martinez, Acting Interim Executive Director SUBJECT: COMMUNITY ORIENTED POLICING/CULTURAL AWARENESS CENTER I. RECOMMENDED ACTION: APPROVE Community Oriented Policing/Cultural Awareness Program as proposed by the Pittsburg Police Department, and APPROVE designation of a one bedroom unit for use as an on-site community oriented policing/cultural awareness center, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Removing a one-bedroom unit from the rent roll would cost the Housing Authority approximately $190 per month, or $2,280 annually. III. REASONS FOR RECOMMENDATION/BACKGROUND: The City of Pittsburg has received funding to develop a pilot lot Community Oriented Policing/Cultural Awareness Program. The goal of this program is to establish trust between the community and the Police Department. This will be accomplished by creating a walk beat where the officers are spending time with citizens, demonstrating a genuine concern for their safety, as well as ensuring that their needs for police services will be thoroughly investigated and provided. El Pueblo, CA011005, Pittsburg, has been selected as the location to establish a field office to implement this program. The Housing Authority has experienced great success from a similar program staffed by two Contra Costa County Sheriff's Deputies on-site at the Las Deltas Development, CA011006, North Richmond. The two officers have worked closely with the residents and have gained confidence and control within the Development, with amazing results. It is anticipated that the Community Oriented Policing/Cultural Awareness Program will be similarly effective. Implementing the Community Policing/Cultural Awareness Program will not have an adverse affect on the residents of El Pueblo. They will continue to receive additional protective services, the only change will be the provider (from F & J Security to the Pittsburg Police Department) . The Pittsburg Police Department will implement this program on January 4, 1993, and Housing Authority staff will continue to work closely with the Police Chief, City Manager and reside=nts to insure that the community concerns are heard and their needs met. The police officers will establish a field office on-site at El Pueblo and walk the beat. The program is designed to enforce the law as well as provide services to the community. The Community Policing/Cultural Awareness Center's hours will be flexible, to meet the needs of the community. it will be staffed with one Lieutenant, one Police Officer, and two Reserve Officers. Additionally, the School Liaison Officer and the Gang Unit Detective will be assigned on a half-time basis. General duty patrol officers will provide assistance and supplement policing needs as appropriate. The Police Department will have full 24-hour access to the field office, providing a station to write reports and provide the necessary follow-up of police activities. This 24-hour use will provide high visibility, anticipated to curtail crime within the Development and target area. At its Regular Meeting on Monday, December 21, 1992, the Advisory Housing Commission voted to recommend approval of the Community Policing/Cultural Awareness Program as proposed by the Pittsburg Police Department, and approval of the designation of a one bedroom unit for use as an on-site community oriented policing/cultural awareness center. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioner elect to not approve the implementation of the Community Policing/Cultural Awareness Program and allow designation of a one-bedroom unit to house this on-site police activity, the Housing Authority of the County of Contra Costa would be unable to afford security services to the residents of El Pueblo, CA011005, Pittsburg. The philosophy of the program -is for 's'=the ',police , department and the community to form a working partnership in resolving community problems. Phase one of the Community Policing Program was for us to identify an initial district to start the program. The district borders chosen were: Harbor Street on the west, Carpino Avenue on the . north, Diane Avenue on the east and California Avenue on the south. This district includes the complete El Pueblo' Housing Project. Officers selected and assigned to this program will work only within the borders of the district and shall respond to all calls for service. Personnel assigned to this district will consist of the following: one Lieutenant, one Patrol Officer and two Reserve Officers. The program's effectiveness will be identified through the partnership between the community and the police department to include a reduction in crime, a community feeling of security, reduction in community eyesores, better police service and an improvement in the quality of life within the community. We have been seeking a building to house this unit, which would be called the "Community Policing Cultural Awareness Center" , and have found what we would consider an ideal location; that being 78 Treatro Avenue, which sits on the northwest corner of School Street and Treatro Avenue. Anthony Donato City Manager— SUBJECT: ana er.SUBJECT: COMMUNfTY POI ICING/CULTURAL AWARENESS PROGRAM The Pittsburg Police Department and the City of Pittsburg. are committed to a policing program that will service all citizens with a guaranteed right to fairness and equality. ToJi k' assure that this mission is initiated we have proposed the following program. Phase one of our program will consist of a Community Policing/Cultural Awareness component that will be comprised of one (1) Lieutenant, as a police manager, one (i} Patrol Officer, two. (2) Reserve Officers, and one (1) Community Service Officer assigned to the two (2) Junior High Schools. The School Liaison Officer and the Gang Unit Detective will be assigned on a half time basis. The unit in part will be housed in a building in the center of the focused area. The, building will carry the name'COMMUNffY POLICING CULTURALAWARENESS CENTER' (CPCAC). The center will be designed to house and service the citizens with a number of City services i.e., Leisure Services requests, Human Resources, water bill payments, requests for Neighborhood Watch Programs, and the filing of citizen's complaints regarding police or other City services. We will actively involve citizens residing in the area to staff the center on a volunteer basis in a joint effort to accomplish a sense of partnership. The goal of the Community Policing/Cultural Awareness Program will be to establish trust between the Community and the Police Department. This will be' accomplished by creating a walk beat where these officers are spending time with citizens demonstrating a genuine concern for their safety as well as ensuring that citizens' needs for police services will be thoroughly investigated. ; The assigned officers will only work within the focused area. They will be provided community housing; eat their lunch; give classes; establish neighborhood watch groups and become familiar with the problems in the community. They will also get to know people by their first names. S. They will know who should be in school, who should be at home, and who should not be hanging out. They will become familiar with events that take place or events that may take {dace that may become a danger to the community. In general, they will get to know the pulse of the community and be able to react accordingly. Officers in the focused area will become known as its' guardians and hopefully, its' heros. The Police Lieutenant and Patrol Officer will visit the schools of this community; the Martin Luther King School, the Village Elementary School, and the Pittsburg Senior Nigh School on a regular basis. They will establish and allow for their walk beat to encompass the High School campus during lunch hours and pay close attention to the beginning and end of school days. `they will be in classes as guests and observers; conduct classes as teachers; be able to talk with the student body about police officers and about specific events. The intent of this program is.to help citizens in this focused area feel that-the police are truly a part of their community. LOGISTICS - CRIME STATISTICS/CALLS FOR SERVICE -- - PERSONNEL ,•M COMMUNfTY POLICING/CULTURAL AWARENESS PROGRAM FOSUSED AREA/CENTER LOCATION The focused area is a residential area consisting of a housing project, neighborhood merchants, and a large number of older homes. This area's population is approximately 2,200 persons of diverse cultures and ethnicity. (See attachment one) The area is bordered by Harbor Street on the West; California Street on the South; Diane Avenue on the East; and Carpino Avenue on the North. The Center will also service the. two elementary schools and the senior high school located along the district boundaries. (See attachment two) r The Center is located at 78 Treatro Avenue on the comer,of School,Street and Treatro Avenue. The building and its furnishings have been donated free,of charge to the City by the Contra Costa County Housing Authority. ft � COMMUNITY CONTACTS 1 Police personnel conducted over 200 citizen contacts within the focused area. The basic program concepts, community involvement in problem resolution, and the enhancement of the community's quality of life were addressed. The citizens expressed enthusiastic F approval.of the program and openly supported the involvement between the community and the police. PROGRAM IMPLEMENTATION DATE January 4, 1993 is the target date for the programs implementation. LOG I ST1 Cs, The Center's hours will be flexible to meet the community needs.
