SUBJECT: TERMINATION OF SECURITY GUARD SERVICES AT EL PUEBLO
I. RECOMMENDED ACTION:
APPROVE termination of the F & J Security Patrol contract for security guard
services at CA011005, E1 Pueblo, Pittsburg, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
Security services are extremely expensive. The approxi,,ate cost of this
service is $190,944 annually and the Housing Authority has e).,.:eeded the amount
budgeted for fiscal year April 1, 1992 through March 31, 1993.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
HUD's Regional Inspector General for Audit (RIGA) recently completed a
nationwide audit of Public Housing Authorities to review the expenditure of funds for
security services. As a result of that audit, HUD has determined that expenditures
for security services will NOT be allowed unless all of the following have occurred:
*The PHA has made aggressive, but unsuccessful attempts to obtain additional ,
no-cost police services from the local police department.
'The PHA has determined that security services, above and beyond those provided
by the local government, are necessary, reasonable and justified.
°The PHA has made continued efforts to get additional no-cost services from the
local police department, even after securing and paying for the protection
services of a security guard firm.
As a result of the HUD review, more than $4 million of security service costs
incurred by the audited PHAs were disallowed.
The City of Pittsburg Police Department has recently received funding for a
Community Policing/Cultural Awareness Program which will focus on the area from El
Pueblo to Pittsburg High School . The program is designed to enforce the law as well
as provide services to the community.

With the implementation of the Pittsburg Police Department's Community
Policing/Cultural Awareness Program, the Housing Authority will have an excellent
no-cost protection resource for E1 Pueblo. As a result, the dousing Authority would
be unable to justify a continuous expenditure of funds on security guards when the
police department is providing additional services, at no expense to the Housing
Authority, over and above those outlined in the Cooperation Agreement.
At its Regular Meeting on December 21, 1992, the Advisory Housing Commission
voted to approve the termination of the F & J Security Patrol. contract for security
guard services at CA011005, E1 Pueblo, Pittsburg.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioner elect to not approve the termination of the
F & J Security Patrol contract, the Housing Authority of the County of Contra Costa
would be unable to provide HUD with justification for this expenditure and all
security service costs would be disallowed.
