BACKGROUND (CONT. ) to transport a patient one-way out of the United States. For example, where relatives are able and ready to care for a patient, but the relatives reside outside of the United States and neither they nor the patient can afford the cost of transporting the patient. Authorizing the Health Services Director to transfer patients outside of the United States would: (1) reduce unnecessary inpatient hospital utilization; (2) allow the patient to be placed at a facility that provides the most appropriate level of care for their specific illness; and (3) allow the patient to be placed as close as possible to their home and relatives.
