HomeMy WebLinkAboutMINUTES - 01121993 - 1.43 To BOARD OF SUPERVISORS FROM: Mark Finucane, Health Services Director CwtI'a Costa DATE: January 12, 1993 Co '1f`y�/ SUBJECT: Alhambra Environmental Services, Inc. � Application for Refuse Transporation Vehicle Permit SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION Grant permit number 133 to Alhambra Environmental Services, Inc. to collect and transport industrial waste within Contra Costa County. Contra Costa County Code, Section 418-2.004 requires that no person shall collect or transport any refuse on the public streets or highways of this county without first having obtained a permit from the Board of Supervisors. The permit is recommended subject to the following conditions: 1. Post the $2,000.00 bond with the Board as required by Section 418-2.006 of the code. 2. Every vehicle used in the business of refuse collection shall have painted on the outside of each side wall of the hauling body in letters not less than four (4) inches high and one (1) inch wide, the following legible information in a color contrasting with the body color. a. Name of Refuse Transporter b. Permit Number Issued by the Board of Supervisors C. Number of vehicle if more than one vehicle is operated by the transporter in Contra Costa County 3. A means shall be provided to cover and contain refuse securely within the hauling body of every vehicle so that no refuse shall escape. 4. Transporting vehicles shall be kept clean, and no nuisance of odor committed. 5. Must comply with the California Code of Regulations, Title 14, Chapter 13, Article 5. 6. Must comply with government ordinances and regulations that may be revised from time to time concerning commercial and industrial waste collection and transportation. BACKGROUND Chapter 418.2 of Contra Costa County Ordinance defines "refuse" as garbage, combustible or noncombustible waste, and putrescible solid or concentrated liquid wastes originating from household, business, commercial, or hauling municipal and recreational refuse. The proposed recommendation for the permitting of these types of solid waste haulers in Contra Costa County goes beyond the original intent of the code. However, Alhambra Environmental Services, Inc. is mandated by Section 418-2.008 to obtain a permit to transport refuse on the public streets or highways of this county.
