MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 12, 1993 SUBJECT: AUTHORIZE the Issuance of a Purchase Order to Coastal Construction Company, Inc. for the Repair of Foster Lane in the EI Sobrante Area. Project No.: 0672-6R4007 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the issuance of a purchase order in the amount of$27,836 to Coastal Construction Company, Inc. for the repair of Foster Lane. II. Financial Impact: The total cost of this project, including contract administration and inspection is estimated to be $38,000. Full funding is available from the road funds. III. Reasons for Recommendations and Background: In 1972 approximately 200 feet of Foster Lane was severely damaged by a landslide that developed on the adjoining properties. Due to the high cost of repairing this slide, only temporary repairs were made on Foster Lane to permit access for the few local residents residing at the end of the street. Recently, a builder, Mr. Ed Klotz, purchased the three adjacent lots below the damaged road. In order to make these lots buildable, the slide had to be repaired. Mr. Klotz repaired the slide at his expense with the understanding that the County would repair Foster Lane. The repaired road will provide direct access to his fronting lots. ByDeputy Contractor Issuance of Purchase Order to Coastal Const. January 12, 1993 Page -2- With the completion of the slide repair, the reconstruction of Foster Lane can now take place. A key component of this project is the installation of a subdrain along the north side of Foster Lane. It is important that this subdrain be installed as quickly as possible to prevent this winter's rain from further saturating the restored embankment and causing a reoccurrence of the landslide. Section 20395(e) of the Public Construction Act allows for the construction of emergency work, such as this project, to take place without advertising for bids on projects exceeding $25,000. Bids were solicited for this work from three contractors. In addition to the low bid from Coastal Construction the following bids were received: Vintage Grading and Paving, Inc., $30,000; Robert C. Hordyk and Assoc., Inc., $33,062. Arranging for this work by purchase order is the most expedient way of constructing this project. IV. Consequences of Negative Action: Without approval of a purchase order there will be a delay in reconstructing Foster Lane. This delay may jeopardize the slide restoration work already completed by Mr. Klotz.
