SUBJECT: CONSULTANT CONTRACT TO PREPARE THE ENVIRONMENTAL IMPACT REPORT FOR THE
EAST COUNTY COMMUNITY COLLECTION CENTER PROJECT

RECOMMENDATIONS
Approve and authorize the Director of Community Development to
execute on behalf of the County a contract with the firm of EIP
Associates in the amount of $147, 780 for the preparation of a Draft
Environmental Impact Report (DEIR) for the East County Community
Collection Center project.
FISCAL IMPACT
The cost of the DEIR is borne by the project sponsor, the Delta
Diablo Sanitation District. In addition to the consultant
contract, the cost of the DEIR to the project sponsor includes a
30% surcharge ($44, 334) for staff administration services for a
total cost of $192 , 114 .
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Community Development Department has determined that an EIR for
the proposed project is required by the terms of the California
Environmental Quality Act (CEQA) . The CEQA requires the
preparation of an EIR for a proposed project where the project is
subject to a discretionary action by a California unit of
government and where there is reason to believe that the proposed
project would result in one or more significant, i.e. adverse,
environmental impacts. The project requires discretionary approval
of the Board of Supervisors in the forms of a General Plan
Amendment and a Land Use Permit. Several potentially significant
impacts were identified by the project's Initial Study and by
responses to the project's Notice of Preparation.

This Phase II contract would cover the preparation of the Draft EIR
only (Phase I of the environmental review covered the Initial
Study, Notice of Preparation and public scoping session) . The cost
of preparing a Final Response to Comments document depends on the
number and content of the comments on the Draft EIR. Based upon
past experience, EIP Associates has found that a final response
document typically runs 15 to 25 percent of the cost of the DEIR.
The consultant will submit a Phase III Scope of Services, Schedule
and Budget for the preparation of the final response document after
the responses have been received. A contract amendment will be
processed by our Department at that time.
