D R A F T Proposed Salary: C5-2117 ($3772-4584) Contra Costa County December 1992 ASSISTANT MANAGER OF AIRPORTS DEFINITION: Under general direction, supervises the daily operations and maintenance of the County airports; manages the community relations and noise control programs; acts for the Manager of Airports in the latter's absence; and does related work as required. DISTINGUISHING CHARACTERISTICS: This classification is distinguished from the Manager of Airports in that the latter is responsible for the overall management of the County airports and the formulation and development of airport policies and programs. The Assistant Manager of Airports is primarily responsible for the day-to-day personnel , safety and administrative aspects of Airport operations. TYPICAL TASKS: - Hires, trains, supervises, assigns and evaluates operations and maintenance personnel ; - Supervises the inspection and patrolling of airport grounds to ensure proper physical maintenance and to identify violations of the County Airport Ordinance, lease agreements, FAA regulations, or uniform minimum standards for commercial aeronautical activities; - Reports violators of FAA regulations to the Federal Aviation Administration Flight Standards District Office; - Develops new policies and procedures for use by operations staff; - Prepares, maintains and processes administrative documents such as the airport certification manual , security program and operations manual ; - Serves as liaison with administrative services staff on administrative/personnel matters; - Reviews and investigates accident/incident reports and notifies insurance carriers; - . Markets the airports and promotes a positive public image for the airports through presentations to community groups; - Represents the Manager of Airports in contacts with the FAA and other governmental agencies; - May serve as staff to various councils and commissions; _. - Responds to airport noise complaints; - Serves as chairperson of the Airport Safety Committee; - Serves as airport security officer per FAR 107 and chairs the Airport Security Committee; - Prepares equipment specifications; - Reviews capital improvement plans and federal aid programs; - Coordinates and monitors environmental planning issues .which affect County airports; - Serves as a liaison with consultants and with staff from the Community Development and Public Works Departments on environmental issues; - Assesses the impact of aviation technological advancements on airport operations; - Prepares and administers contracts for airport maintenance and/or improvements; - Serves as liaison and coordinates activities with airline representatives, fixed base operators, airport tenants, airport users, and County staff; - Responds to airport emergencies. - Prepares reports and correspondence. MINIMUM QUALIFICATIONS: License Required: Possession of a valid California Motor Vehicle Operator's License. Education: Possession of a baccalaureate degree from an accredited college or university with a major in airport management, business administration, public administration, or a closely related field. Certificate Required: Possession of an Accredited Airport Executive Certificate issued by the American Association of Airport Executives. Experience: Three years of full-time or equivalent administrative experience in either the supervision of airport operations, airport noise abatement, airport public relations, or airport capital and maintenance programming. Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of four years. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and understanding of common airport operations, maintenance and safety requirements; knowledge of Federal Aviation Administrative rules, regulations and advisory circulars as they apply to airport operations; knowledge of the principles of crash/fire/rescue techniques applicable to airport operations; knowledge of principles and practices of supervision and administration; ability to plan, organize and direct the work of subordinates; ability to prepare reports and correspondence; ability to make presentations before community groups and public agency governing boards; and ability to communicate with the public in a tactful and courteous manner.
