Gray & Company for support services to the Greater East Bay Rail Opportunities Coalition, increasing the payment limit from $32 , 000 to $44, 000 and extending the contract limit from December 31, 1992 to March 1, 1993 ; and Authorize the increase in the use of Navy Mitigation Funds from the current expenditure limit of $32, 000 to a revised limit of $43 , 000 for support services to the Greater East Bay Rail Opportunities Coalition. FISCAL IMPACT There will be no impact to the County General Fund. The Navy Mitigation Money Expenditure Plan allocates $250, 000 to rail studies. The amendment to the Consultant Services Agreement will be funded from this allocation. Gray & Company to provide support services to the County's Greater East Bay Rail Opportunities Coalition. The December 8 action covered support services up to December. There is an additional need to continue support services as interested jurisdictions consider the proposed Joint Exercise of Powers Agreement that will formalize GEBROC as a separate entity to evaluate rail opportunities in the Greater East Bay. County staff recommends these support services be extended to cover the time period for adoption of the JEPA by the interested jurisdictions. Adoption of the JEPA is anticipated to occur by March 1, 1993. Following adoption of the JEPA, a Request for Proposal will be prepared to provide support services for the JEPA. That RFP would be funded through the Petroleum Violation Escrow Account grant awarded to the County for the GEBROC effort. The Board's adopted expenditure plan for the Navy Mitigation Funds allocated $250, 000 for "rail studies. " Approximately $30, 000 of this allocation has been used for the Contra Costa Rail Opportunities Study. The current authorization limit for the Consulting Services Agreement with William R. Gray & Company is for $32 , 000. By increasing this authorization limit to $44, 000, the remaining uncommitted balance in Navy Mitigation Funds for rail studies will be $183 , 000. The Navy Mitigation Fund Expenditure Plan requires any funding recommendation be forwarded by the Community Development Department, through the Transportation Committee, to the Board of Supervisors.
